<strong>the</strong>m 6 ½ operations. The UN definitions do not allow for this slippage. For <strong>the</strong><br />
UN, humanitarian assistance is considered part <strong>of</strong> peacekeeping.<br />
Peacekeeping operations under Chapter VI are characterized by military or paramilitary<br />
operations, <strong>the</strong> consent <strong>of</strong> belligerents; <strong>the</strong> peacekeepers monitor and<br />
help implement existing agreements. Peace enforcement under Chapter VII<br />
compel belligerents to comply with <strong>security</strong> council mandates and maintain or<br />
restore peace and order.<br />
UN Peace Operations today consist <strong>of</strong> military personnel and civilian police<br />
serving in peacekeeping operations as <strong>of</strong> 31 January 2004, 94 countries were<br />
contributing 48,503 military personnel, 3195 civilian police, and employing 6,157<br />
local civilian personnel. Peacekeeping is not without risk - with 1,833 fatalities in<br />
peacekeeping operations between 1948 and 31 January 2004. Approved budgets<br />
for <strong>the</strong> period from 1 July 2003 to 30 June 2004 totaled about $2.81 billion,<br />
with estimated total cost <strong>of</strong> operations from 1948 to 30 June 2004 totaling about<br />
$31.54 billion.<br />
