There are 46,000 personnel in 7 non-UN operations, including 6,000 U.S. not<br />

counting <strong>the</strong> current forces in Afghanistan, approximately 20,000 and <strong>the</strong> 138,000<br />

in Iraq.<br />

O<strong>the</strong>r Peace Support Operations Today:<br />

Solomon: July 24, 2003 <strong>the</strong> Regional Assistance Mission in <strong>the</strong> Solomon Islands<br />

(RAMSI), a coalition <strong>of</strong> Pacific Island states that includes military and police<br />

forces from Australia and several o<strong>the</strong>r Pacific Island nations, has helped <strong>the</strong><br />

Solomon Islands improve law and order.<br />

Military Role in Peace Operations<br />

In peace operations, <strong>the</strong> levels <strong>of</strong> war are compressed. Tactical actions have<br />

strategic impact. The commander must take this fact into consideration when<br />

designing and executing his plan. Also <strong>the</strong> commander’s staff must be able to<br />

work at all three levels simultaneously and coordinate assets that would normally<br />

be assigned too much higher levels <strong>of</strong> command.<br />

Haiti: 29 Feb 2004 SCR 1529 Authorizes <strong>the</strong> immediate deployment <strong>of</strong> a Multinational<br />

Interim Force for a period <strong>of</strong> not more than three months from adoption<br />

<strong>of</strong> this resolution. Initial forces are from US, France, Canada, and Chile will<br />

grow to 2,600.<br />

Bosnia: By Jun 2004 will be 7000 NATO forces in Bosnia with <strong>the</strong> European<br />

Union expected to assume responsibility in early 2005.<br />

Kosovo: While it’s more problematic, KFOR will be drawing down to fewer<br />

than 20,000 NATO forces in 2004.<br />

Afghanistan: 33 countries and 5500 soldiers are contributing to <strong>the</strong> International<br />

Security Assistance Force (ISAF), <strong>the</strong> peacekeeping mission in Afghanistan<br />

sanctioned by <strong>the</strong> UN Security Council (UNSCR 1386) on Dec. 20, 2001<br />

Iraq: The UN mission is currently suspended. At this time, 36 countries, including<br />

<strong>the</strong> United States, have contributed a total <strong>of</strong> approximately 22,000<br />

troops to ongoing stability operations in Iraq. The 35 o<strong>the</strong>rs are Albania, Australia,<br />

Azerbaijan, Bulgaria, Canada, <strong>the</strong> Czech Republic, Denmark, <strong>the</strong> Dominican<br />

Republic, El Salvador, Estonia, Georgia, Honduras, Hungary, Italy, Japan,<br />

Kazakhstan, Latvia, Lithuania, Macedonia, Moldova, Mongolia, <strong>the</strong> Ne<strong>the</strong>rlands,<br />

New Zealand, Nicaragua, Norway, Poland, Portugal, Thailand, <strong>the</strong> Philippines,<br />

Romania, Slovakia, South Korea, Spain, Ukraine and <strong>the</strong> United Kingdom.<br />

The military role in peace operations should focus on support to civilian authorities<br />

responsible for establishing lasting <strong>security</strong> as illustrated by <strong>the</strong> following<br />

preparedness measures for international participants:<br />

• Political commitment<br />

• Pr<strong>of</strong>essional military education<br />

• Training readiness<br />

• Logistics readiness<br />

• Language pr<strong>of</strong>iciency<br />

• Interoperability<br />
