:ersons by whom the same snail be due and unpaid, shall<br />

be non-residents of the City, or shall have absconded<br />

therefrom, the corporation shall have the same remedy by<br />

.ittachment for the recovery thereof, as is by law provided<br />

in cases of absent or absconding debtors.<br />

8. Be it further enacted, That, the corporation shall<br />

have full power and authority to keep in repair all public<br />

roads leading; to the City for the extent of three miles<br />

-.herefrom and within the same distance to establish and<br />

regulate ferries, and may levy a tax for these purposes in<br />

such manner and under such regulations as they may conceive<br />

least burthensome to the citizens and best calcula-<br />

ted for the general good and welfare of the city.<br />

9. Be it further enacted, That, all free white male inhabitants<br />

of full age, who shall have resided one whole<br />

month in the City next preceding the day of the ensuing<br />

election and six whole "months next preceding the day<br />

of every subsequent election, and who shall be liable to be<br />

taxed by the corporation or to be called upon to perform<br />

any duty within said City, shall be qualified to vote fop<br />

Mayor and Aldermen, and the persons qualified to vote as<br />

aforesaid, shall meet at some convenient place in the<br />

ward in which they respectively reside, and elect by bal-<br />

lot for a Mayor and for two persons who shall be residents<br />

of said ward to represent the said ward in the board<br />

of Aldermen. The said election shall be held on the last<br />

Monday of August in every year, and by three Commissioners<br />

to be appointed in each ward for that purpose by<br />

the Mayor for the ensuing election and afterwards by the<br />

board of Aldermen, which appointment shall be at least<br />

ten days before the day of each election, except in regard<br />

to the first election to be held under this act. And the<br />

said commissioners shall fix on the place in each ward for<br />

holding said elections of which public notice shall be by<br />

them given.<br />

10. Be it Jurther enacted, That, the said Commissioners<br />

previously to receiving any ?otes shall severally take<br />

an oath or affirmation before some person qualified to administer<br />

the s'am/;, that they will without fear or favor,<br />

faithfully and impartially conduct the said election. The<br />

polls shall be kept open from eight o'clock in the morning<br />

tili seven in the evening and no longer, for the reception<br />

of ballots—on the closing of the polls the Commissioners<br />

shall close and seal their ballot boxes and<br />

meet on the day following in the presence of the Mayor<br />

for the first election, and the board of Aldermen afterwards<br />

when the seals shall be broken and the votes counted,<br />

and the Mayor shall give notice to the persons having<br />

the greatest number of votes, ot their being duly elected,<br />

and shall cause public notice thereof to be inserted in<br />
