By Major General Andrevj Jackson, Governor of the provinces<br />

of the Floridas, exercising the fionvers of the Ca/itain<br />

General, and of the Intendant of the Island of Cuba,<br />

over the said provinces, and of the Governors of said<br />

provinces resfiectiveli/ :<br />

AN ORDINANCE,<br />

For the better regulation' of the Harbour of Pensacola.<br />

First, It is ordained : That there shall be established<br />

m the town of Pensacola, a board of Commissioners, to<br />

be called " Commissioners of Pilotage," which shall consist<br />

of three persons, to be appointed by the Governor,<br />

and to hold their offices during his pleasure, whose duty<br />

it shall be to>exJainine as to the qualifications of every<br />

person who sbajhfapply to be appointed a Pilot for the<br />

harbour of Pensacola, and to hear all complaints against<br />

such persons as have been or may be appointed pilots, and<br />

to report their proceedings and opinions in all such cases<br />

to the Governor. And no person shall be permitted to<br />

act as such pilot until he shall have been duly examined<br />

by the said Commissioners and approved by them and by<br />

the Governor, and shall have given good and sufficient<br />

security for the performance of his duty as pilot a» aforesaid<br />

which security shall "also be approved by the Governor.<br />

Second. That th€£ pilots of the harbour of Pensacola<br />

shall be entitled to receive for their services, from every<br />

vessel which shall arrive at or depart from the harbour of<br />

Pensacola, the sum of one dollark fifty cents for each foot<br />

of the said vessels draught of water ; and the further sum<br />

of two dollars for each day the said pilot shall or may be<br />

detained by said vessel. Provided, that in case the master<br />

or owner of any vessel shall refuse the services of such<br />

pilot, and shall choose to act as bis own pilot, thar then<br />

only half pilotage shall be demanded by the said pilots.<br />

And provided further, that all vessels trading to and from<br />

any port of the United States, in the "Gulpft of Mexico,<br />

and having less draught of water than six feet, shall be<br />

and they are hereby exempted from the payment of pilotage,<br />

unless the services of a pilot shall be required by<br />

them. And no other or greater fees than those above<br />

mentioned shall be demanded or received for the services<br />

of any pilot upon any pretence whatever.<br />

Third. There shall be appointed by the Governor three<br />

or more persons to discharge the duties and perform the<br />

services usually discharged and performed by Portwardens<br />

in the different ports of the United States, who shall<br />

be called the 'Wardens of the port of Pensacola,' and they<br />

shall be entitled to receive, as such wardens, for their services,<br />

in visiting and examining goods or vessels, the sum of<br />

six dollars for the first visit, and the sum of two dollars for<br />

every subsequent visit, to be divided in equal parts a-
