such licence or certificate as aforesaid, he, she or<br />
they so offending, shall for every such offence forfeit and<br />
pay a sum not exceeding two hundred dollars, nor less<br />
than fifty dollars, to and for the use of the Territory, to<br />
be recovered before the county court of the proper coun-<br />
ty on motion in writing, giving the defendant at least<br />
fifteen days notice thereof.<br />
6. Be it further enacted. That the county courts as c'ty Court to apherein<br />
directed shall at their December term in every point persons to<br />
year, appoint some fit and proper person in the bounds of take lists of taxa-<br />

taxable property within the same, and to make reappoint-"<br />
