SECTION J.<br />

The duties of the Health Officer.<br />

Art. 1. The health officer shall have been legally licenced<br />

to practice medicine and surgery in the Territory<br />

of Florida, and shall reside at the quarantine ground.<br />

Before he enters on the duties of his office, he shall<br />

lake an oath to perform them faithfully, and wharever may<br />

be his opinion as to the origiu, or infectious nature ot' the<br />

yellow fever, to be as vigilant in preventing its introduc-<br />

tion, as if he believed it to be of foreign origin.<br />

To examine into the state of health of the persons on<br />

board, and into the events connected with the health of<br />

the persons on board, or who may have died on the passage<br />

and to require answers to all such questions as^he<br />

may put on that subject, or as to the cleanliness of the<br />

vessel, on oath. To administer oaths to such persons as<br />

he is authorized to examine. To examine such vessels as<br />

he may suspect of being foul or infected, and to order<br />

the same to be unladered and cleaned. To stop<br />

and detain all vessels subject to Quarantine, and the persons<br />

on board, or who may arrive in this state thereon,<br />

during the time of quarantine established by law. To<br />

give passports to such vessels and persons who may not<br />

be subject to or may have performed quarantine. To<br />

report without delay to the board of health the condition<br />

of every vessel which he boards, the number of persons<br />

on board, their health Sec. during the voyage; the number<br />

of sick, their diseases, Sec. with the time which he<br />

may think it necessary to subject them to quarantine.<br />

And also to place in the hospital to be established at the<br />

quarantine grounds, all persons who may require medical<br />

aid and bestow upon them every attention in his power.<br />

To report to the board of health every person who may<br />

contravene the laws and regulations of quarantine. To<br />

employ a boat's crew, consisting of a coxswain and three<br />

hands, for the purpose of boanding vessels.<br />

Section 4.<br />

Of the Steward of the Quarantine Ground, his powers and duties.<br />

Art. 1. The steward shall give security for his faithful<br />

administration in the sum of one thousand dollars, and<br />

shall take an oath faithfully to perform the duties of his<br />

office. He shall reside at the quarantine ground, it shall<br />

be his duty to take charge of all stores ot every kind, and<br />

provisions which shall be purchased for the use of the<br />

hospital and of the persons in the employment of the<br />

board of health; to hire nurses, servants and other attendants<br />

for the quarantine hospital; to hire labourers<br />

when necessary for the unlading or cleansing of vessels,<br />

under the direction of the health officer. To keep exact<br />
