qualifications and fitness of the applicant, they may<br />

grant him a licence, provided nevertheless tnat such examination<br />

shall not be required of any person who shall<br />

produce a certificate of his having been admitted to practice<br />

in a Court of record in some State or Territory<br />

of the United States, which certificate shall be signed by<br />

the clerk of said Court.<br />

2. Be it further enacted, That, before any person is<br />

permitted to practice in the Courts of this Territory as an<br />

Attorney or Counsellor at Law, he shall take an oath, honestly<br />

to demean himself in his profession and execute his<br />

office to the best of his knowledge, skill and ability.<br />

3. Be it further enacted, That, if any Attorney shall receive<br />

or collect money for his employers and fail or refuse<br />

to pay it over when demanded, he shall be liable to an action<br />

for the same and subject to the penalty of five per<br />

cent for every month he detains the same after regular demand<br />

made.<br />

4. Be it further enacted, That no clerk, deputy clerk or<br />

justice of the peace shall practice in the Courts to which<br />

tiiey respectively belong, nor no Judge of the Inferior<br />

Court shall practice in the Superior Court.<br />

5. Be itfurther enacted, That, no person who has been<br />

guilty of perjury, bribery, corruption, or other infamous<br />

crime, shall be admitted as a practitioner in any of tne<br />

Courts of this Territory.<br />
