on every free male person above the age of twenty one<br />
years, one dollar.<br />
4. Be it further enacted, That, there shall be a tax of<br />
one dollar on all suits brought in the several counties in<br />
this Territory, and on every conviction in a criminal case<br />
the sum of five dollars, to be taxed by the clerk, ami collected<br />
and paid over to him by the sheriff, and accounted<br />
for as other taxes collected by him, on every deed of land<br />
or mortgage of real or personal estate recorded, the sum<br />
of one dollar, on every county seal affixed to any document<br />
or instrument of writing one dollar, on every seal of<br />
the Territory to be used out of the same two dollars, and<br />
on the seal of every notary public one dollar, which tax<br />
on suits, seals, deeds and mortgages shall be paid down<br />
to the clerks or recorders, notaries or Secretary, and accounted<br />
for by them on oath to the public treasurer on<br />
the last Monday of July in each and every year, and they<br />
shall be entitled therefor to five per cent on the amount<br />
so accounted and paid over, and the tax on suits shall<br />
form a part of the legal costs in every suit and collected<br />
and paid accordingly.<br />
5. Be it further enacted, That, every auctioneer, retailer<br />
or vender of goods wares and merchandize, in any<br />
store or stand, every tavern keeper or person retailing<br />
spirituous liquors, and all pedlars of goods wares and<br />
merchandize, not the growth or produce of this Territory,<br />
shall be required before they are allowed to vend<br />
goods wares and merchandize, or retail spirituous liquors,<br />
after the first day of December next, to obtain from the<br />
circuit court a licence for these purposes, and at the expiration<br />
of every six months thereafter, for which they<br />
shall pay down to the clerk one half the sum of money<br />
respectively established and fixed by this act, for such<br />
licences per annum, and the said clerk shall make a record<br />
of the same, and account on oath to the public treasurer<br />
on the last Monday of July in every year, for the<br />
amount of taxes or sums so received, and he shall be<br />
responsible for the amount of money received on every<br />
licence so granted. He shall be entitled to five per cent<br />
for receiving and paying over said money, and to fifty<br />
cents to be paid by the person applying, for making out<br />
said licence, which licence shall be in form following, to<br />
wit, " Territory of Florida, the day of<br />
