with a family card immediately in the prescribed <strong>for</strong>m. This card contains<br />

details of family members and the employment provided to each registered<br />

person under works sanctioned by the EAS or under other Plan or<br />

non-Plan schemes (that is, newly-initiated schemes). Data relating to this<br />

requirement are very discouraging, with 97.64 per cent of the total respondents<br />

replying in the negative (Table 6.6). The reasons <strong>for</strong> the cards<br />

not being issued are: (a) that officials, particularly field staff, take the fulfillment<br />

of the <strong>for</strong>malities <strong>for</strong> granted; (b) villagers, particularly women,<br />

are not aware of the <strong>for</strong>malities to be fulfilled; and (c) the lackadaisical<br />

approach of the elected representatives and officials.<br />

Facilities<br />

As per the guidelines of the EAS, at each work site certain facilities have to<br />

be provided. The responses of the workers with regard to each such facility<br />

were collected during the field work. An examination of the data presents<br />

a picture of the dismal per<strong>for</strong>mance of the implementing agencies concerned,<br />

as out of five facilities, only one, drinking water, was provided according<br />

to 75.29 per cent of the respondents. The rest of them stated that<br />

even drinking water was not available at the work site. As far as indicating<br />

the minimum wages prescribed <strong>for</strong> unskilled work and the schedule of<br />

rates at the work site are concerned, responses are very disheartening, as<br />

100 per cent of the respondents replied in the negative. The facilities of<br />

first-aid and creches <strong>for</strong> the small children of workers were also not provided,<br />

according to almost all respondents (Table 6.7). This clearly indicates<br />

that the implementing agencies are not serious about providing these<br />

facilities to female workers. The women have no knowledge about the<br />

different provisions of the various schemes that are meant <strong>for</strong> them; this<br />

results in their being exploited in one way or the other.
