get adequate wages. Apart from this, the amount is not given to them in<br />

a timely manner and they have to visit the officials/authorities concerned<br />

several times to get their legitimate wages.<br />

Impact on Migration<br />

The non-availability of employment <strong>for</strong> unskilled women is an important<br />

reason <strong>for</strong> the large-scale seasonal out-migration from Jhabua district.<br />

Has the EAS helped to curb this <strong>for</strong>ced migration of tribals? It is encouraging<br />

to note that 79.40 per cent of our respondents see the EAS as greatly<br />

helpful in curbing the rate of migration. Only 20.6 per cent respondents<br />

said that the scheme did not help to check the migration of tribals (see<br />

Table 6.12). It can be said that though the EAS has helped in curbing migration,<br />

it is only on a small scale, and the migration of tribals still takes<br />

place on a large scale. The most important reason <strong>for</strong> such a situation is<br />

that under the scheme, only one person from a family is employed at<br />

a time, whereas in tribal areas both the husband and wife work together.<br />

This is a cause <strong>for</strong> concern, requiring a serious attempt at curbing at least<br />

a part of this <strong>for</strong>ced migration. Considering the responses, it can be inferred<br />

that there is a strong and urgent need to look into the overall procedure<br />

of providing employment to the tribals, and ensuring them work during<br />

the lean agricultural season <strong>for</strong> at least 100 days and to at least two persons<br />

from a family (a male and a female).<br />

CONCLUSION<br />

This study reveals that the provisions under the EAS in Madhya Pradesh<br />

are inadequate to make a significant dent on the earnings and the livelihoods<br />

of tribal women. The scheme is being executed through contractors
