of reasons. The state is either withdrawing, leaving these groups exposed
to the forces of privatisation, or it is becoming increasingly coercive.
Therefore, there is a need to dwell on the notion of ‘emancipatory and
potential citizenship’. Is there a possibility for people to engage in certain
activities, which will empower them, enable them to exercise their civil
rights and thus enable citizenship? This chapter unveils images, which
are attempts at constructing ‘stepping stones’ that will lead on to an effective
citizenship. Hence, reflection on gender role and identity, empowerment
and citizenship are seen as synergistic processes, feeding into one
another (Figure 14.1).
