<strong>Operating</strong> Goals <strong>and</strong> Performance Evaluation Measures<br />
INTRODUCTION<br />
SEPTA has developed a series of goals for measurement of safety, customer satisfaction,<br />
<strong>and</strong> financial performance. These are described within this section. In addition, there are<br />
more general measures which evaluate system design <strong>and</strong> effectiveness within the public<br />
transportation service industry.<br />
The Authority maintains a wide variety of data to monitor both service <strong>and</strong> the overall<br />
performance of various aspects of the operation. <strong>Financial</strong> data <strong>and</strong> operating statistics are<br />
reported to various governmental bodies <strong>and</strong> regulatory agencies in the routine course of<br />
business. Management utilizes other statistics to measure internal system performance.<br />
As a part of the recently enacted Act 44 of 2007 covering public transit funding in<br />
Pennsylvania, all transportation agencies in the Commonwealth will be reviewed by the state<br />
for specific performance measures as a condition of continued funding. These measures are:<br />
‣ Passengers per vehicle hour<br />
‣ Cost per passenger<br />
‣ Revenue per vehicle hour<br />
‣ Cost per vehicle hour<br />
The method for reporting <strong>and</strong> evaluating these measures has been identified by PennDOT<br />
through temporary regulations issued in July, 2009. Each agency in the State will be evaluated<br />
for the four legislated marks listed above by mode operated within peer groups of not less than<br />
four agencies for each mode. Those modes or measures below the minimum st<strong>and</strong>ard will be<br />
required to develop <strong>and</strong> submit for approval an action plan to achieve the peer minimum<br />
st<strong>and</strong>ard as part of the final step in their periodic PennDOT review.<br />
