Operations<br />
LABOR RELATIONS<br />
Principal Responsibilities<br />
Conducts all labor negotiations with the bargaining units, h<strong>and</strong>les all grievances,<br />
arbitrations, unemployment claims <strong>and</strong> Labor Board cases.<br />
Negotiations - Serves as lead negotiator for all Labor Agreements with the Authority's<br />
Collective Bargaining units in accordance with State <strong>and</strong> Federal Laws.<br />
Grievances, Arbitrations <strong>and</strong> Special Boards of Adjustment (SBAs) - Hears all third<br />
level <strong>and</strong> Labor Relations step grievances <strong>and</strong> represents the Authority in all arbitrations,<br />
SBAs <strong>and</strong> related litigation. Serves as primary liaison with all attorneys retained on<br />
special arbitration cases or other litigation.<br />
Case Presentation to the Pennsylvania Labor Relations Board (PLRB) - Prepares<br />
<strong>and</strong> presents all cases associated with the PLRB as they are filed by unions <strong>and</strong> the<br />
Authority.<br />
Job Classification/Wage Administration - Directs preparation of new <strong>and</strong> revised job<br />
descriptions for hourly classifications. Coordinates evaluations of bargaining unit<br />
positions <strong>and</strong> negotiates job restructuring <strong>and</strong> classification issues. Prepares <strong>and</strong><br />
publishes all hourly <strong>and</strong> non-supervisory wage rate manuals.<br />
Training - Conducts relevant training of supervisors in contract interpretation <strong>and</strong><br />
enforcement.<br />
Joint Labor Management Relations - Conducts joint productivity meetings with labor<br />
representatives to promote the safe, efficient <strong>and</strong> economical operation of the Authority.<br />
Unemployment Compensation - Directs all internal Unemployment Compensation<br />
activities, including administration of all claims <strong>and</strong> representations of Authority positions<br />
in hearings <strong>and</strong> appeals.<br />
TRANSIT POLICE<br />
Principal Responsibilities<br />
Ensures a safe work <strong>and</strong> travel environment <strong>and</strong> enhances the quality of life through law<br />
enforcement <strong>and</strong> protection against crime.<br />
Uniformed Patrol – Patrols the Broad Street <strong>and</strong> Market-Frankford lines, the Trolley<br />
<strong>and</strong> Railroad lines, stations <strong>and</strong> other SEPTA properties.<br />
Internal Affairs – Investigates all complaints of transit police misconduct.<br />
Support Services – Conducts criminal investigations <strong>and</strong> plainclothes patrol.<br />
Recruits <strong>and</strong> trains police personnel, maintains communication systems <strong>and</strong> oversees<br />
automotive equipment <strong>and</strong> supplies.<br />
Special Operations Response Unit – Gathers intelligence, <strong>and</strong> develops <strong>and</strong><br />
implements policy, training, preventive strategies <strong>and</strong> responses relating to terrorist<br />
threats <strong>and</strong> incidents.<br />
