<strong>Operating</strong> Goals <strong>and</strong> Performance Evaluation Measures<br />
PRODUCTIVITY MEASURES<br />
Various statistics are used to measure different aspects of operating performance. Just as<br />
with staffing ratios, these indicators are affected by many factors which make comparisons to<br />
other properties difficult <strong>and</strong> often misleading. Factors such as area roadways, traffic<br />
congestion, terrain, local traffic engineering <strong>and</strong> enforcement, together heavily influence<br />
system operating speed <strong>and</strong> hence productivity. As noted in the section on staffing ratios,<br />
the amount of work performed in-house versus work contracted out or "privatized" can cause<br />
wide variation in the number of employees within an organization. The physical condition of<br />
a system's infrastructure <strong>and</strong> vehicles also determine staffing needs for maintenance<br />
operations.<br />
For Fiscal <strong>2012</strong>, the following productivity measures will be utilized:<br />
Vehicle Miles Per Employee<br />
The Authority seeks to achieve at least 10,345 vehicle miles per employee. This goal<br />
includes miles in contracted services, Shared Ride <strong>and</strong> ADA Paratransit.<br />
Passenger Miles Per Employee<br />
The Authority goal is to realize at least 159,265 passenger miles per employee.<br />
Passenger Accidents<br />
The Authority goal is to incur no more than 1.68 reported passenger accidents per 100,000<br />
vehicle miles of service.<br />
Employee Accidents<br />
The Authority goal is to experience less than 5.62 employee lost time accidents per 200,000<br />
work hours.<br />
