CCT Connect - SEPTA Customized Community Transportation (CCT) provides paratransit<br />
service — CCT Connect — to individuals with disabilities <strong>and</strong> senior citizens. In addition,<br />
SEPTA's bus fleet is 100% accessible.<br />
CMAQ (Congestion Mitigation/Air Quality) Program - A federal grant program in which<br />
FHWA funds are transferred to FTA for transit projects designed to improve air quality <strong>and</strong><br />
reduce traffic congestion.<br />
Commuter Rail - Local <strong>and</strong> regional passenger train operations between a central city, its<br />
suburbs <strong>and</strong>/or another central city. It may be either locomotive-hauled or self-propelled, <strong>and</strong> is<br />
characterized by multi-trip tickets, specific station-to-station fares, railroad employment practices<br />
<strong>and</strong> usually only one or two stations in the central business district. Also referred to locally as<br />
Railroad, Regional Rail <strong>and</strong> RRD.<br />
Contributed Capital - Reflects capital grants received for the acquisition of fixed assets.<br />
Assets acquired with grants are depreciated over the estimated life of the applicable asset.<br />
Contributed Capital is reduced by the amount of applicable depreciation amount.<br />
Cost Per Mile - <strong>Operating</strong> expense divided by vehicle miles for a particular program or in total.<br />
Cost Per Passenger - <strong>Operating</strong> expense divided by ridership for a particular program or in<br />
total.<br />

Deadhead - The miles <strong>and</strong> hours that a vehicle travels when out of revenue service. Deadhead<br />
includes leaving or returning to the garage or yard facility; or changing routes <strong>and</strong> when there is<br />
no expectation of carrying revenue passengers. However, deadhead does not include charter<br />
service, operator training or maintenance training.<br />
Debt Service - The payment of interest on <strong>and</strong> the repayment of principal on long term<br />
borrowed funds according to a predetermined payment schedule.<br />
Deficit - The amount by which revenue <strong>and</strong> subsidy falls short of expenses during a given<br />
accounting period.<br />
Delaware Valley Regional Planning Commission - The area-wide agency, or Metropolitan<br />
Planning Organization (MPO), charged with the conduct of the urban transportation planning<br />
process. It is also the single, region-wide recipient of Federal funds for transportation planning<br />
purposes. Together with the state, it carries out the planning <strong>and</strong> programming activities<br />
necessary for Federal capital funding assistance. The MPO is designated by agreement among<br />
the various units of local government <strong>and</strong> the governor.<br />
Depreciation <strong>and</strong> Amortization - The charges that reflect the loss in service value of the<br />
transit agency’s assets. Depreciated items have a high initial cost <strong>and</strong> a useful life of more than<br />
one accounting period. In order to account for the reduction in value (usefulness) of this type of<br />
asset, a portion of the cost is expensed each year of the asset’s life.<br />
