Enterprise Funds - Funds to account for operations that are financed <strong>and</strong> operated in a<br />
manner similar to private business enterprises where the intent of the governing body is that the<br />
costs (expenses, including depreciation) of providing goods or services to the general public on<br />
a continuing basis be financed or recovered primarily through user charges.<br />
F<br />
Farebox Revenue - Revenues obtained from passengers <strong>and</strong> other fare subsidies except the<br />
state reduced fare subsidy program. Also referred to as Passenger Revenue.<br />
Fares - The amount charged to passengers for use of various services.<br />
Fiscal Year - SEPTA’s fiscal year runs from July 1 through June 30.<br />
Fixed Guideway - A mass transportation facility using <strong>and</strong> occupying a separate right-of-way or<br />
rail for the exclusive use of mass transportation <strong>and</strong> other high occupancy vehicles; or using a<br />
fixed catenary system useable by other forms of transportation.<br />
Fixed Route Service - Service provided on a repetitive, fixed-schedule basis along a specific<br />
route with vehicles stopping to pick up <strong>and</strong> deliver passengers to specific locations; each fixedroute<br />
trip serves the same origins <strong>and</strong> destinations, unlike dem<strong>and</strong> responsive <strong>and</strong> taxicabs.<br />
Flexible Funds - Federal funds made available by TEA-21 that can be used for various<br />
transportation projects, including both highway <strong>and</strong> mass transit projects. Allocation of these<br />
funds is at the discretion of regional Metropolitan Planning Organizations (MPOs) <strong>and</strong> state<br />
governments.<br />
Federal Transit Administration - The FTA is the federal agency which provides financial<br />
assistance to cities <strong>and</strong> communities to provide mobility to their citizens.<br />
Fringe Benefits - Payments or accruals to others (insurance companies, governments, etc.) on<br />
behalf of an employee <strong>and</strong> payments or accruals direct to an employee arising from something<br />
other than the performance of a duty. These payments are costs over <strong>and</strong> above “labor” costs,<br />
but still arising from the employment relationship.<br />
Full-Time Equivalent Position (FTE) - A measurement equal to one staff person working a full<br />
schedule for one year.<br />
Fully Allocated Costs - The distribution of operating expenses to each mode by type of service<br />
<strong>and</strong> function. Fully allocated costs account for all direct costs plus the assignment of any joint<br />
or shared expenses.<br />
Funding Formula - A specific formula used to determine a subsidy level.<br />
