• Improvements to SEPTA’s communications infrastructure; construction of a backup<br />
network server farm site; replacement of aged desktop systems, network servers <strong>and</strong><br />
peripheral equipment; upgrade <strong>and</strong> purchase of computer software business<br />
applications<br />
• Improvements to system security across computer platforms<br />
• Enhancements to SEPTA’s Internet web site<br />
Radio Narrowb<strong>and</strong>ing/New Radio Frequencies<br />
• Replacement <strong>and</strong> reconfiguration of SEPTA’s existing radio communications system for<br />
all Regional Rail lines. New narrowb<strong>and</strong> will enable SEPTA`s existing radio<br />
communications system to conform with Federal Communications Commission’s (FCC)<br />
guidance<br />
• Rehabilitation/renovation of a radio tower that will enable SEPTA`s existing radio<br />
communications system to establish new radio frequency efficiency st<strong>and</strong>ards<br />
Route 101 & 102 Trolley Line Signals/Interlocking Improvements<br />
• Provide for a new trolley control system including automatic enforcement of safe trolley<br />
separation, <strong>and</strong> overspeed <strong>and</strong> roadway worker protection<br />
• Includes schedule-based control feature for schedule adherence <strong>and</strong> optimum trolley<br />
speed line operation<br />
• Provide automatic speed control for the new rail-highway at-grade crossing systems<br />
Vehicle Overhaul Program<br />
The Vehicle Overhaul Program provides for the major overhaul of SEPTA’s rolling stock.<br />
Vehicles are scheduled for overhauls during their service lives based on vehicle type. A vehicle<br />
must receive periodic overhauls if it is to achieve or exceed its full, useful service life.<br />
Capital Improvement Program Impact on <strong>Operating</strong><br />
Several SEPTA capital improvement projects have a positive impact on the operating budget.<br />
For example, investing in vehicle overhaul programs provides for long-term operating savings<br />
through reduced vehicle in-service failures. This ensures ongoing service quality, reliability <strong>and</strong><br />
performance <strong>and</strong> reduces the need for ongoing repairs of vehicles with failures. Investment in<br />
new bus vehicles has a positive impact on the operating budget <strong>and</strong> the environment through<br />
reduced fuel consumption <strong>and</strong> reduced emissions.<br />
Projects which renovate, reconstruct, or replace existing facilities, stations <strong>and</strong> equipment often<br />
do not materially change the cost of operation over the life of the asset, if the replacement is<br />
functionally equivalent to its predecessor. These projects, when completed, generally require<br />
similar operating <strong>and</strong> maintenance costs.<br />
