SEPTA <strong>and</strong> other state transit agencies are allocated funds as determined by the following<br />

<strong>Operating</strong> assistance is provided through Section 1513 of the Trust Fund. In addition, the<br />
Commonwealth of Pennsylvania provides state funds for capital lease costs <strong>and</strong> debt<br />
service. SEPTA’s debt service expenses <strong>and</strong> some lease costs are funded through the<br />
Capital Program (Section 1517) of the Pennsylvania Public Transportation Trust Fund. The<br />
remaining leases <strong>and</strong> debt service are funded through Federal Capital Lease Subsidy <strong>and</strong><br />
Federal Capital Debt Service Subsidy. Lease expenses are budgeted for nominal increases<br />
when compared to Fiscal Year 2011. Debt service expenses are budgeted to increase when<br />
compared to Fiscal Year 2011 to support financing for the Silverliner V acquisition. SEPTA<br />
will utilize available Section 1517 funds prior to utilizing any Federal Capital Lease or Debt<br />
Service dollars.<br />
Local - The local operating subsidy amount is budgeted at the level of 15% of the operating<br />
assistance portion (Section 1513) of the Trust Fund grant. This is the requirement for<br />
SEPTA to receive the full amount from this state grant. Section 1517 Debt Service expenses<br />
must be matched at a 1:29 ratio. Capital leases under Section 1517 of the Trust Fund<br />
require no local match. The local subsidy requirement for each of SEPTA's funded divisions<br />
(City Transit, Victory, Frontier, <strong>and</strong> Regional Rail) is determined by the relative deficits before<br />
subsidy in each division as adjusted for Route Guarantee <strong>and</strong> Debt Service payments.<br />
Within each funded division, the percentage of the local subsidy required from each county<br />
is shown in the table below:<br />
