Government Finance Officers Association Mission Statement (GFOA)<br />
The purpose of the Government Finance Officers Association is to enhance <strong>and</strong> promote the professional<br />
management of governments for the public benefit by identifying <strong>and</strong> developing financial policies <strong>and</strong> best<br />
practices <strong>and</strong> promoting their use through education, training, facilitation of member networking, <strong>and</strong><br />
leadership.<br />
Government Accounting St<strong>and</strong>ards Board Statement No. 51 (GASB 51) - A St<strong>and</strong>ard<br />
implemented by the Authority in Fiscal Year 2010 relating to Accounting <strong>and</strong> <strong>Financial</strong> Reporting<br />
for Intangible Assets.<br />

Headquarters Allocation - A method used to allocate the costs associated with operation <strong>and</strong><br />
administration of SEPTA’s headquarters division to the other four operating divisions.<br />
Headway - Time interval between vehicles moving in the same direction on a particular fixed<br />
route.<br />
Heavy Rail - A transit mode that is an electric railway with the capacity for a heavy volume of<br />
traffic. It is characterized by high speed <strong>and</strong> rapid acceleration passenger rail cars operating<br />
individually or in multi-car trains on fixed rails; separate rights-of-way from which all other<br />
vehicular <strong>and</strong> foot traffic are excluded; sophisticated signaling, <strong>and</strong> high platform loading.<br />
Heavy Rail Cars - Rail cars with motive capability, driven by electric power taken from<br />
overhead lines or third rails, configured for passenger traffic <strong>and</strong> usually operated on exclusive<br />
rights-of-way.<br />
Hybrid Bus - A bus that is powered by a combination of electricity <strong>and</strong> diesel, gasoline or<br />
alternative fuel.<br />

Infrastructure - The physical assets of the Authority, e.g., rail lines <strong>and</strong> yards, power<br />
distribution, signaling, switching, <strong>and</strong> communications equipment, passenger stations,<br />
information systems, <strong>and</strong> roadways, upon which the continuance <strong>and</strong> growth of transit depend.<br />
Intelligent Transportation Systems (ITS) - The application of advanced sensor, computer,<br />
electronics, <strong>and</strong> communication technologies <strong>and</strong> management strategies in an integrated<br />
manner to increase the safety <strong>and</strong> efficiency of the surface transportation system. ITS is a<br />
national effort designed to promote the use of advanced technologies in multimodal<br />
transportation.<br />
Interest Expense - The charges for the use of borrowed capital incurred by the transit agency,<br />
including interest on long term <strong>and</strong> short term debt obligations.<br />
