PROCUREMENT AND SUPPLY CHAIN MANAGEMENT<br />

Principal Responsibilities<br />

Compliance <strong>and</strong> Support Services – Provides coordination <strong>and</strong> enforcement of<br />

SEPTA’s Compliance with Federal, State <strong>and</strong> local funding agency regulations for<br />

approved capital projects, planning studies <strong>and</strong> other non-operating projects. Participates<br />

in updating st<strong>and</strong>ard form contracts, the procurement manual <strong>and</strong> related policy<br />

instructions. Provides analytical, budgetary, system administration <strong>and</strong> enhancements,<br />

<strong>and</strong> contract processing support for the department. Administers Authority-wide programs<br />

such as e-procurement, electronic stockless stationary <strong>and</strong> the Material<br />

Management/Purchasing system. Responsible for maintenance, enhancement <strong>and</strong><br />

control of the asset recovery process for the Authority.<br />

Contract Administration – Responsible for “cradle to grave” contract administration of<br />

construction, technical, professional services <strong>and</strong> vehicle/special service contracts<br />

including assembling of bid packages, solicitations, awards, <strong>and</strong> post-award<br />

administration (change orders, disputes <strong>and</strong> closeout). Responsible for h<strong>and</strong>ling the<br />

Authority’s relationship with contractors including negotiations, contractual obligations of<br />

both parties <strong>and</strong> settling performance disputes.<br />

Purchasing <strong>and</strong> Resource Control – Responsible for the purchase/lease of parts,<br />

material, equipment, supplies, <strong>and</strong> services utilized by the Authority, except for major<br />

vehicle procurements. Provides cost savings through value analysis <strong>and</strong> negotiations,<br />

<strong>and</strong> expedites orders with suppliers. Provides direct field support to Maintenance<br />

Directors <strong>and</strong> shop personnel. Performs requirements planning for vehicle overhaul<br />

programs <strong>and</strong> various maintenance projects.<br />

Supply Chain Management – Responsible for storeroom operations, warehousing,<br />

distribution, <strong>and</strong> inventory replenishment. Leads integrated planning meetings with<br />

operational areas to ensure short <strong>and</strong> long term material requirements are understood.<br />

Performs analysis, forecasting <strong>and</strong> identification of inventory needs to determine<br />

adequate stocking levels at a minimum carrying cost in support of repairs <strong>and</strong> services<br />

utilized by the Authority. Directs receiving, documenting, storing, issuing, tracking <strong>and</strong><br />

inventorying of all stock material for the Authority’s diversified fleet <strong>and</strong> infrastructure<br />

maintenance. Coordinates <strong>and</strong> controls the Authority-wide inventory reduction program.<br />

DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM<br />

Principal Responsibilities<br />

DBE Certification – Represent the Authority as a managing member of the State of<br />

Pennsylvania’s Unified Certification Program (PA UCP) <strong>and</strong> is one of five principal DBE<br />

certifying agencies within the State of Pennsylvania for the program.<br />

DBE Compliance – Establishes goals for applicable projects, reviews bids/proposals <strong>and</strong><br />

monitors projects for goal attainment, <strong>and</strong> ensures equitable treatment to DBEs<br />

performing on contracts.<br />

DBE Program Outreach – Provides assistance, guidance <strong>and</strong> resources to small<br />

businesses interested in pursuing contracting opportunities; coordinates internal <strong>and</strong><br />

external outreach events; facilitates workshops <strong>and</strong> networking events for prime<br />

contractors <strong>and</strong> DBEs.<br />
