Streetcar - See “Trolley”.<br />

Subsidy - Funds received from another source that are used to cover the cost of a service or<br />

program that is not self-supporting.<br />

Subway-Surface Lines - A combination of five trolley lines serving various neighborhoods in<br />

West Philadelphia or nearby suburban communities above ground, reaching Center City<br />

Philadelphia through a subway tunnel partially shared with the Market-Frankford Line.<br />

Surplus - The amount by which revenue <strong>and</strong> subsidy exceeds total expenses during a given<br />

accounting period.<br />

TEA-21 (The Transportation Equity Act for the 21st Century) - TEA-21 was signed into law<br />

by President Clinton on June 9, 1998, <strong>and</strong> provided a six-year reauthorization of the federal<br />

transit program <strong>and</strong> the necessary contract authority needed to fully fund the fiscal year 1998<br />

obligation limitations contained in the fiscal year 1998 Department of Transportation<br />

Appropriations Act.<br />

Total Vehicle Miles - The sum of all miles operating by passenger vehicles, including mileage<br />

when no passengers are carried.<br />

Trackless Trolley - See “Trolleybus”.<br />

Trapeze - Software utilized by SEPTA for scheduling <strong>and</strong> management of transportation<br />

operations.<br />

Trolley - A powered rail car, usually driven by electric power drawn from overhead wires via a<br />

trolley pole or pantograph. The vehicle usually operates on shared rights-of-way. Also known<br />

as “trolley car,” “streetcar” <strong>and</strong> “light rail car”.<br />

Trolleybus - An electric, rubber-tired transit vehicle, manually steered, propelled by a motor<br />

drawing current through overhead wires from a central power source not on board the vehicle.<br />

Also known locally as “Trackless Trolley” or “Trolley Coach”.<br />
