2007 OSC Readiness Training Program Evaluation Report Comments on recommending course to colleague • More RSC (ERT, NDT, or RERT should attend). • Strongly recommend to new OSCs. • Agree as a refresher or advanced course for next time with new material. • Yes, for OSCs on Preparedness Readiness Team. • Would recommend as long as participant is water focused. 2007 OSC Readiness Training Program Evaluation Report ESF-10 — From No Mission to Mission Instructor: Stephen Mason, EPA Region 6 This course was designed for OSCs who are not experienced in working under the Stafford Act process, or who still have questions about the process. The Road to Mission Assignments is paved with good intentions, but you cannot spend what you do not have. Never has this been truer than when dealing with disasters, Stafford Act funding, and Federal Emergency Management Agency (FEMA) operations. By taking the course, participants gained insights into the following: • The Mission Assignment process. • A presidential declaration after a disaster occurs. • Activation of ESF-10. • Action Request Forms, Mission Assignments, task orders, and closeouts. Through presentations and question and answer sessions, OSCs and other attendees gained additional knowledge to assist in work during a disaster. We learned that OSCs who responded to Hurricanes Katrina and Rita were better prepared to do their jobs when they understood the basics of the funding process. This course was recommended for RSC staff. The course had a good balance of lecture material, visual aids, case studies, and discussion time. The handout materials were clear, legible, and helpful. The course materials will be useful as a reference for my job. This course should continue to be offered at future training programs.
