2007 OSC Readiness Training Program Evaluation Report PRP Response Workshop Instructors: Sharon Fennelly, EPA Region 1 Frank Gardner, EPA Region 1 Therese Gioia, Tetra Tech Jon Gulch, EPA Region 5 Michelle Jaster, EPA Region 5 Jack Kelly, EPA Region 3 This new course provided practical information and guidance for effectively overseeing PRP removal actions under the CERCLA or OPA. Using real-world case studies and OSC experiences, participants examined how to: (1) establish a good foundation for the work to be performed; (2) identify and review critical elements of PRP work plans; (3) adapt the work to changing field conditions; (4) identify and address technical and health and safety issues while considering and balancing site- and PRP-specific factors; (5) tailor the level of on-site oversight activities to PRP track record and experience; (6) establish communications among the OSC, EPA’s oversight contractor, the PRP contractor, and the PRP representative; and (7) close out the removal action. After taking this course, the participants are able to identify practical steps they can take to more effectively plan for and oversee PRP-lead removal actions. This 4-hour workshop was intended for OSCs with 1 to 4 years experience and for more experienced OSCs who have not had the opportunity to manage a PRP response. EPA OSCs and other regional removal and emergency response support staff represented 60 percent of the students. Comments on course relevance to job responsibilities • Very relevant for USCG FOSC; it gives the USCG knowledge of what an EPA OSC is looking for. (Three responses) • The content of the course is currently relevant and will become more relevant in the future due to my job responsibilities. (Five responses) • Not applicable to my job. (Two responses) • I have assisted on PRP lead-sites, but have never had one. Former Enforcement OSCs tend to still handle these sites. • Excellent for my “toolbox.” Comments on course content • Overall excellent course material. (Five responses) • Course breaks down and explains the main issues in a PRP response; this is very valuable. (Three responses) • Great case reviews. (Six responses) • The balance was good. Cut down on some scenarios. • I walked away with the idea that we routinely take over PRP actions when things are not going well. I do not think the EPA budget allows for that.
