2007 OSC Readiness Training Program Evaluation Report Avian Influenza Instructors: Erica Canzler, EPA OEM Daniel Harpster, USDA Jeff Kempter, EPA Office of Prevention, Pesticides, and Toxic Substances (OPPTS) James Michael, EPA Office of Solid Waste Curtis Snook, EPA NDT Michelle Watters, ATSDR This course was designed for OSCs to prepare them for their potential role in the Disposal Unit per the NRP should a large outbreak of avian influenza occur or in the event of a flu pandemic. The official USDA guidance on preparedness and response for avian influenza, including a document from the OSHA that USDA relies on for choosing PPE, was presented. USDA also discussed in detail the available means of carcass disposal and their advantages and disadvantages. EPA’s role in avian influenza incidents, environmental persistence, and methods of decontamination were reviewed, and an overview on pandemic flu was provided. The course also reviewed the Department of Health and Human Services guidance on worker health and safety in the event of a flu pandemic. Finally, OSCs had the opportunity to ask questions pertinent to these responses to authorities from these lead agencies in addition to a subject matter expert from EPA. The instructional methodology for this course included lectures and case studies. The course had a good balance of lecture material, visual aids, case studies, and discussion time. The handout materials were clear, legible, and helpful. The course materials will be useful as a reference for my job. This course should continue to be offered at future training programs. Comments on course relevance to job responsibilities • Potentially, all OSCs should know this, but there is only a possibility that the EPA will be a big part of this response. Comments on course content • Good review and history of Avian Influenza. (Two responses) • Good discussion and process review of OSC’s roles and interaction. • Very good for the carcass disposal module. • Course should provide Web site information for National Wildlife Research Center in Denver that would show H5N1 testing results of migratory birds. Preparedness documents/considerations need to be prepared for all levels. • USDA could field questions better and add information on the expected role of EPA. (Four responses) • Add representatives from EPA Water and Air offices to discuss relevant issues with regard to disposal options, roles and responsibilities of the OSC, and technical and contracting issues.
