2007 OSC Readiness Training Program Evaluation Report Response Contracts Basics Instructors: Don Lininger, EPA Region 7 John Phillips, EPA Region 7 This 3.5-hour course was intended for members of the RSC and new OSCs who may be mobilized to support the response to a major incident or an INS. The objective of the course was to provide participants with basic information about various response contracts and about the capabilities of EPA’s other response resources, such as the Strike Teams, RRT, and the National Response Team. Participants in the course reviewed: (1) the capabilities and scopes of work for the response contracts, (2) the various contractors available in each regional office, (3) how contractor costs are documented, (4) the type of direction EPA can give the contractors, (5) responsibilities for providing direction to contractors, and (6) capabilities of EPA’s governmental response resources. After taking this course, the participants were able to more effectively interact with EPA’s response contractors and response teams when mobilized to a major incident. This course was recommended for RSC staff. (Six responses) • The course is too basic. • If meant for RSC members, focus should be on how each piece of the contracts process used in a response applies to an RSC; have a greater focus on RSC issues and dos and don’ts. (Five responses) • Add more scenarios and a case study to break up the course lecture. (Four responses) • Have less time spent on regional OSC issues if course is meant for RSC. • Course includes good information but overall idea of course is covered in many other courses. Comments on instructional methods and materials • Instructors were very experienced with contracts and contract procedures. • I like the slide notes. • The materials package is useful. (Four responses) • Have the toolbox manual available. • Materials were disorganized. (Two responses) • The appendices should be tabbed or paginated better.
