2007 OSC Readiness Training Program Evaluation Report Disposal Decision Making Instructors: Erica Canzler, EPA OEM Kathy Clayton, EPA ORD, NHSRC James Daloia, EPA Region 2 Eric Daly, EPA Region 2 Michael James, EPA Office of Solid Waste Paul Lemieux, EPA ORD, NHSRC Neil Norrell, EPA Region 2 Alan Woodard, New York State Department of Environmental Conservation This course provided OSCs the ability to plan for disposal of residues produced during restoration operations. During the course, participants evaluated cost tradeoffs between decontamination and disposal early in the process of restoring a contaminated facility. This information could be incorporated into the detailed waste profiles needed to negotiate contracts with disposal facilities and transportation companies and could be used to develop disposal plans. Topics covered in the course included: • Vital decision making related to treatment or disposal options. • How decontamination decisions impact disposal options, and vice-versa. • Regulatory framework for disposal decisions. • The role of the OSC in animal carcass disposal. • Disposal stakeholders and their roles. • Selection of the appropriate disposal facility. • Packaging and storing of residues. • Transport of materials to the disposal site. • Worker safety. • Risk communication and disposal. • Online Disposal Decision Support Tool. Along with instruction, the course included a panel discussion to explore the recent New York City anthrax contamination event. The panel focused on the issues related to decontamination and disposal and on the disposal decision making process. Additionally, participants received a course book to assist in disposal of residues from cleanup of contaminated buildings, water systems, and agricultural incidents (such as carcass disposal). The course book and other tools provided the information needed to select an appropriate disposal facility, including regulatory requirements, facility contact, and permit information.
