2007 OSC Readiness Training Program Evaluation Report • The materials are good and very well prepared. (Two responses) • Always need a refresher for contracts. • Know that your audience is OSCs and direct presentation to them. Present a separate session for those that support OSCs and then go into more detail. • Red text in PowerPoint is difficult to see. • Get a regional contracting officer (CO) to discuss emergency response contract strategies. • Needed better time management on section covering national initiatives. • More time should be scheduled for questions. (Three responses) • Class could be an 8 hour acquisition process course. • Include PowerPoint slides from RCMS section in course materials. • Handout on the “Expanding the Industry Base” Blanket Purchase Agreement areas of expertise should be full page or separate handout. • Many national level issues unresolved. These issues need to be resolved by management prior to next year’s training. The contracting world and the OSC operational world still have significant culture differences. Regions need to be mandated to invest full-time employees (FTE) in the field accountant position to facilitate bridging this gap! Comments on course name and abstract expectations • Very applicable. • It was accurate. • This has nothing to do with emergency response contracts. I was expecting an intense version of warrant training contract mechanisms. Comments on recommending course to colleagues • Yes, but course needs modification. • Would recommend for OSCs only. • Yes, helpful to have OSCs and support OSCs in the room to hear these issues. • Yes, because we need acquisition training. • Yes, because it had some useful information and provides 4 credits for contract training. 2007 OSC Readiness Training Program Evaluation Report Advanced Hazard Identification and Categorization Instructors: Doug Ferguson, EPA Region 7 Randy Schademann, EPA Region 7 This 1-day advanced course focused on specific techniques that OSCs can use when responding to incidents involving abandoned containers or other materials of unknown composition. Participants were expected to be proficient at field chemical identification techniques before they took this course. By taking the course, participants achieved the following objectives: • Developed an understanding of major chemical families, their properties, and the techniques used to identify them. • Applied a step-by-step approach to categorize the major hazards of wastes typically encountered at EPA responses. This process helped participants decide whether and what type of further analysis of the material was needed, and to determine whether bulking the wastes was possible. • Used wet chemical and electronic instrumentation to identify many materials of unknown composition, or applied basic hazard categorization to determine the general chemical family to which these materials belong (such as alcohol, ketone, acid, base, and hydrocarbon). • Explored practical applications for advanced field chemical identification by reviewing a variety of case studies that had successfully applied the methods. A discussion was included about potential cost savings as a result of using reduced analytical services and a decrease in time spent on tasks. The instructional methodology for this course included lecture, case studies, and group exercises.
