2007 OSC Readiness Training Program Evaluation Report Knowing and Using the National Contingency Plan Instructors: Thanne Cox, EPA Region 9 Paul Peronard, EPA Region 8 This course was designed to help OSCs understand their authorities under the NCP during removal actions, and especially during emergency response actions. The course also informed OSCs how to conduct themselves within state and local incident command structures. The course focused on legal duties and responsibilities of OSCs through presentations and interactive exercises. Topics included the National Response System, operational implementation of the NCP, and legal questions related to OSCs’ provision of direction during a response action. The course had a good balance of lecture material, visual aids, case studies, and discussion time. The handout materials were clear, legible, and helpful. The course materials will be useful as a reference for my job. This course should continue to be offered at future training programs. Similar observations have been combined and paraphrased. Comments on course relevance to job responsibilities • The content of this course is my job and I need to hear it again and again. (Three responses) • This course clearly explained the responsibilities and roles of each agency in relation to the NCP. • I am in public affairs and it always helps to have a deeper understanding of the work completed within EPA. • I work in 311 enforcement. Comments on course content • Good introduction to the NCP. (Two responses) • Comprehensive, complete, short! • Good information for decision making. • Good use of case studies. (Two responses) • Since I am not an OSC, more information on the NCP would have been helpful, but I found the course very interesting and useful. (Two responses) • Course will eventually need a module that attempts to reconcile the NCP with ICS. • Add more case studies. (Four responses) • Simplify course by providing examples of what you can and cannot do for many situations. Then discuss the NCP. • The repetition of some material could be shortened, such as national trustees and health and safety requirements. • Course did not go into enough detail.
