2007 OSC Readiness Training Program Evaluation Report • Be careful about suggesting that the regions are in violation of the law or NCP. • The permit issue needs to be flushed out more. • Case study examples could have been used to answer the question and answer session questions. • Answers at the end should not have been provided immediately in order to initiate discussion. • Add a section that clarifies what authorities an OSC responds under, the NCP or Stafford Act, and if the authority makes a difference. This topic has created many questions and has not been resolved. Comments on instructional methods and materials • All instructors were fantastic! (Nine responses) • Paul is a fantastic instructor who speaks clearly and is enthusiastic and engaging. (Five responses) • I enjoyed the tactfulness of the instructors when presenting the information. • Handouts and question and answer/frequently asked questions are a great way of presenting the material. (Three responses) • Good to put law log, etc. in one place. • Excellent to have updated copies of laws and regulations. • Paul drove home the point to read the regulations. • Sections should be divided with more breaks to help students absorb the information. (Three responses) • A CD to listen to discussing the course lecture would be beneficial. (Two responses) • Binder is missing State Requirements - Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) 128b and a few other documents. (Two responses) • Too much material for the time allotted. • Do not let discussion sessions go too long. • Rushed thru the slides and then dragged on during the question and answer exercise, consider restructuring the question and answer session. 2007 OSC Readiness Training Program Evaluation Report Comments on recommending course to colleagues • This course should be provided to EPA management. • Course is important to all OSCs, but especially entry level OSCs. (Eight responses) • This course is a must and I hope it continues to be offered at future OSC Readiness Training Programs. • Great refresher for anyone working in the emergency response program. • The USCG pollution investigators should attend. • Anyone new to ICS should take this course. • Understanding NCP is critical to acting in substantial compliance, and this course is necessary for all state and federal representatives. • Good for anyone who needs an overview of OSC responsibilities under NCP. Attendee’s suggestions for future course offerings • Paul should give a class on non-time critical removal actions. • This course should be modified to be a two-hour course for attorneys. • Have an advanced and beginner course on key parts of the NCP and interpretations of those parts. This course pointed out the sections of NCP, said why it is important and then said “go read it.” I would like more interpretation and discussion. • Topics to lengthen: - The question and answer section - The quiz section of “Who wants to be an OSC?” • Topics to add: - Please add information about the Stafford Act (Two responses) - Go through a few law suits - Case studies where errors were committed and review the respective consequences C-76 Comments about Individual Training Courses
