2.0 OVERVIEW<br />

2.1 Preparation for the Annual Readiness Training Program<br />

The <strong>OSC</strong> Readiness Task Force directed the <strong>OSC</strong><br />

RTB to develop a training program specifically for<br />

<strong>OSC</strong> job functions. The RTB is made up of <strong>OSC</strong>s and<br />

representatives of OEM and OSRTI. RTB members<br />

are responsible for developing, planning, and<br />

implementing the <strong>OSC</strong> Readiness Training Program<br />

that occurs each year. The RTB selects the courses<br />

offered at each <strong>OSC</strong> Readiness Training Program<br />

based on current needs, feedback from previous<br />

offerings, and training requests from <strong>OSC</strong>s and their<br />

supervisors.<br />

Preparations for the <strong>2007</strong> <strong>OSC</strong> Readiness Training<br />

Program began immediately at the end of the 2006<br />

<strong>OSC</strong> Readiness Training Program, held in July 2006<br />

in Los Angeles, California. Members of the RTB<br />

carefully reviewed the evaluations for the 2006 annual<br />

training program to identify the courses that should be<br />

offered again, revised, or omitted, as well as new<br />

courses to address topics currently of interest to <strong>OSC</strong>s.<br />

Planning for the annual training program included<br />

monthly conference calls, face-to-face meetings of the<br />

RTB, and communication with EPA’s OSWER, OEM,<br />

OSRTI, and ERT.<br />

The RTB selects courses and sessions and develops the agenda according to the objectives of the <strong>OSC</strong><br />

annual training program, which are to provide <strong>OSC</strong>s opportunities to:<br />

• Strengthen the knowledge and skills essential to successful job performance.<br />

• Provide a diverse learning experience that <strong>OSC</strong>s can complete in a single week at a single<br />

location.<br />

• Achieve inter-regional networking among <strong>OSC</strong>s and showcase regional case studies, current<br />

tools, and resources available to <strong>OSC</strong>s.<br />

2.2 Overview of Activities<br />

Details about the activities conducted during the <strong>2007</strong> <strong>OSC</strong> Readiness Training Program are provided<br />

below. A copy of the final agenda is provided in Appendix A.<br />

Plenary sessions at the annual Readiness Training Programs complement the in-depth training that occurs<br />

during the technical courses. By focusing on broad topics of interest to <strong>OSC</strong>s, the plenary sessions are a<br />

forum that presents information about new policies and guidance relevant to EPA’s National Approach to<br />

Response, as well as details about national and local initiatives. The sessions also are intended to<br />

maintain communication between the regions and EPA’s Headquarters.<br />
