2007 OSC Readiness Training Program Evaluation Report 1.0 INTRODUCTION The On-Scene Coordinator (OSC) Readiness Training Board (RTB) designed and implemented the 10 th Annual OSC Readiness Training Program, Then and Now, to ensure that OSCs throughout the United States continue to receive training to meet the specific requirements of their jobs. For 10 years, the annual Readiness Training Program has served as a national forum where OSCs can discuss regional and national issues of concern. The forum identifies ways that OSCs respond to issues and is one of the mechanisms used to coordinate with U.S. Environmental Protection Agency (EPA) Headquarters to promote national consistency in implementing EPA’s National Approach to Response. The Readiness Training Program brings together in a single venue OSCs, EPA regional removal and emergency response support staff, and other response support staff that are internal or external to the EPA and from the federal, state, and local level to learn, network, and communicate response issues and solutions. As the likelihood increases of multiple simultaneous incidents of national significance, so too does the need for expanded partnerships at many levels. Each year, the number and affiliations of representatives from local, state, and federal responders invited to attend the Readiness Training Program expands in response to the need for coordination and collaboration among the response community. This year, EPA invited five members of EPA’s Response Support Corps (RSC) from each regional office to attend the 2007 Readiness Training Program. The training and networking of OSCs and RSC staff during the week enhanced EPA’s commitment to maintaining a dedicated, well-trained, and technically competent staff to respond to incidents of national significance throughout the United States. The various offices within EPA’s Office of Solid Waste and Emergency Response (OSWER) have worked as a team with OSCs across the nation to develop training specifically for OSCs by OSCs. They include the Office of Emergency Management (OEM) and the Office of Superfund Remediation and Technology Innovation (OSRTI). Within those offices, OSRTI’s Environmental Response Team (ERT), OEM’s Oil Program Staff, and National Decontamination Team (NDT) have been integral to development of the training. Other EPA offices, including the Office of Research and Development’s (ORD) National Homeland Security Research Center (NHSRC) and the Office of Radiation and Indoor Air’s (ORIA) Radiological Emergency Response Team (RERT), contributed to developing and presenting training materials. The 2007 OSC Readiness Training Program was held from February 12 through 16, 2007, in Miami, Florida. The 2007 OSC Readiness Training Program consisted of 36 technical training courses; daily plenary speakers; a Hot Sites forum; and a Tech Zone that featured response tools and exhibits. More than 446 1 people attended, representing OSCs, EPA regional removal and emergency response support staff, branch chiefs, community involvement coordinators (CIC), regional attorneys, enforcement personnel, members of ERT, NDT, and the RERT, Remedial Project Managers (RPM), and representatives from other federal and state agencies, and local responders. This report presents an overview of the 2007 OSC Readiness Training Program, summarizes the comments provided on the evaluation forms, and provides recommendations for annual training programs in the future. The report is divided into five sections, including this introduction: • Section 2.0, Overview, provides background information about the annual training program, an overview of activities conducted throughout the week, and details about the participants. • Section 3.0, Evaluations, summarizes participants’ observations about the overall training program and individual training courses and sessions. 1 Consultants who helped facilitate the training program are not included in this number. 1

(Tetra Tech). • Section 5.0, Conclusions, provides the conclusion of the report. In addition, this report includes several appendices. • Appendix A, Conference Agenda, provides a copy of the final agenda of the 2007 OSC Readiness Training Program. • Appendix B, Comments about the 2007 OSC Readiness Training Program, presents comments about the overall training program as listed on the evaluation forms. • Appendix C, Comments about Individual Training Courses, provides comments about training courses written by participants on the training course evaluation forms. • Appendix D, Detailed Recommendations, identifies the suggestions made during the RTB “Hot Wash” session and recommendations from Tetra Tech. • Appendix E, List of Participants Sorted by Last Name, provides a list of participants and contact information sorted alphabetically by last name. • Appendix F, List of Participants Sorted by Affiliation, provides a list of participants and contact information sorted by agency affiliation. 2
