2007 OSC Readiness Training Program Evaluation Report Best Management Practices for Efficient Sampling Design Instructors: Ted Bazenas, EPA Region 1 Deana Crumbling, EPA Office of Superfund Remediation and Technology Innovation (OSRTI) Steven Faryan, EPA Region 5 Robert Johnson, Argonne National Laboratory Jim Mack, Tetra Tech Kevin Turner, EPA Region 5 This course discussed the difficulty of generating data from heterogeneous environmental media, and how newer, best practices can perform better than older strategies. Data sets from actual sites were used to illustrate the problems of older practices, such as: • Contaminant heterogeneity easily degrades data quality if countermeasures are not taken. • Variability in contaminant concentrations can produce misleading data and faulty decisions. • The nature of environmental contamination conflicts with many statistical assumptions, so statistics may give misleading information. • When the project calls for the use of statistics, non-traditional types (especially spatially based statistical models such as geostatistics) usually work better than traditional statistics. Statistical sampling strategies were discussed at a conceptual level without the usual pain of statistics instruction. The goal was for participants to understand the assumptions that underlie statistical models. Tools that support cost-effective sampling designs were reviewed: • Conceptual site models (CSM), which are the decision maker’s mental picture of how contamination originated, where it is going, how evenly it is distributed, who might be exposed, and what might be done about it. Each of these components of the CSM is important to proper sampling designs and statistics, when statistics are used. • Affordable high-density sampling and analytic tools, such as direct-push sensors, and how to exploit them to get maximum benefit. • Data management and mapping tools for processing data in real time to support a real-time adaptive field strategy. The course provided an overview of the Triad framework for applying these tools and techniques to complete projects more rapidly, at less cost, and with “bullet-proof” evidence of success. OSCs already use many aspects of Triad. The Triad framework provides structure to the thought process of applying best practices for maximizing project success. The Triad approach: • Is a tested and proven package of best practices that saves resources while ensuring high-quality projects. • Is a graded approach tailored to project-specific needs. • Relies on the tools and strategies listed above. • Emphasizes iterative testing and refinement of the CSM in real time to the extent possible. • Uses the CSM as the technical basis for selecting and applying statistics. • Uses the concept of “collaborative data sets” to qualitatively and quantitatively use field- and fixed-laboratory data together to improve data quality and reliability. Case studies were presented by OSCs who have used the Triad approach at a site in EPA Region 5, and handouts were provided. C-22 Comments about Individual Training Courses
