2007 OSC Readiness Training Program Evaluation Report Comments on recommending course to colleagues • All OSCs should take this course to give them an understanding of what technology can do for them. • RAT on a similar system should be mandatory for all regions for consistency on response. Attendee’s suggestions for future course offerings • Develop an exercise based course for outside OSC Readiness and take it to the regions. Be sure to involve START and OSCs in the course. 2007 OSC Readiness Training Program Evaluation Report Water System Response Instructors: Steve Allgeier, EPA Office of Ground Water and Drinking Water Michael Boykin, EPA Region 10 Janice Kroone, EPA Region 7 Debbie Newberry, EPA OW Chris Ruhl, EPA Region 6 This course focused on identifying tools, expertise, and resources that OSCs and RSC personnel can use during an emergency response to a contamination incident that involves a drinking water system. By participating in this course, students achieved the following objectives: • Learned about the mission and organization of EPA’s WSD and points of coordination and collaboration in planning, preparedness, and response to water contamination incidents. • Developed awareness of emerging issues for drinking water infrastructure under ESF-3 and additional information and tools recently developed by WSD (Mutual Aid/WARNs, Water Lab Alliance, Seattle/King County Community Case Study Pilot). • Discovered practical approaches and tools for response as outlined in water contamination response kits assembled by EPA Regions 6 and 10. • Through case study presentations, gained insights about what to anticipate when responding to a potential drinking water contamination incident. • Learned about potential water system vulnerabilities, threat assessment, the Water Contaminant Information Tool, and how OSCs can provide technical assistance at a drinking water contamination incident. • Participated in a table-top exercise that allowed OSCs and RSC personnel to use what they learned during the day. The instructional methodology for this course included lectures, computer presentations, case studies, and group exercises. The target audience for this course was OSCs and RSC personnel of any experience level.
