This course provided <strong>OSC</strong>s the ability to plan for disposal of residues produced during restoration<br />
operations. During the course, participants evaluated cost tradeoffs between decontamination and<br />
disposal early in the process of restoring a contaminated facility. This information could be incorporated<br />
into the detailed waste profiles needed to negotiate contracts with disposal facilities and transportation<br />
companies and could be used to develop disposal plans.<br />
Topics covered in the course included:<br />
• Vital decision making related to treatment or disposal options.<br />
• How decontamination decisions impact disposal options, and vice-versa.<br />
• Regulatory framework for disposal decisions.<br />
• The role of the <strong>OSC</strong> in animal carcass disposal.<br />
• Disposal stakeholders and their roles.<br />
• Selection of the appropriate disposal facility.<br />
• Packaging and storing of residues.<br />
• Transport of materials to the disposal site.<br />
• Worker safety.<br />
• Risk communication and disposal.<br />
• Online Disposal Decision Support Tool.<br />
Along with instruction, the course included a panel discussion to explore the recent New York City<br />
anthrax contamination event. The panel focused on the issues related to decontamination and disposal<br />
and on the disposal decision making process.<br />
Additionally, participants received a course book to assist in disposal of residues from cleanup of<br />
contaminated buildings, water systems, and agricultural incidents (such as carcass disposal). The course<br />
book and other tools provided the information needed to select an appropriate disposal facility, including<br />
regulatory requirements, facility contact, and permit information.<br />
