2007 OSC Readiness Training Program Evaluation Report Working Toward Effective Disaster Response Instructors: Timothy Gouger, USACE Roberta Runge, EPA OEM Jean Schumann, EPA OEM Terry Stilman, EPA Region 4 This 4-hour advanced course focused on key interagency coordination issues among federal agencies involved in a response of national significance. By taking the course, participants achieved the following objectives: • Learned about coordination methods between EPA and the USACE in dealing with household hazardous waste and the Debris Removal Program Management developed during the responses to Hurricanes Katrina and Rita. • Explored the newest updates to the NRP and its application to INS. • Learned the new FEMA Hurricane Consolidated Operations (Con-ops) Plan and how field implementation affects EPA. • Discovered the status of the NIMS Implementation Plan and the new Incident Management Handbook and ICS position-specific job aides. • Learned coordination issues between EPA and USACE in dealing with drinking water systems in support of ESF-3 and development of interagency workgroups to deal with similar issues. The course had a good balance of lecture material, visual aids, case studies, and discussion time. The handout materials were clear, legible, and helpful. The course materials will be useful as a reference for my job. This course should continue to be offered at future training programs. 2007 OSC Readiness Training Program Evaluation Report The pie chart below illustrates the percentages of students for the training course by job title. EPA OSCs and other regional removal and emergency response support staff represented 71 percent of the students. Ten members of the RSC attended this course. Similar observations have been combined and paraphrased. Comments on course content • Great delivery of the statutes of upcoming changes to NCP implementation. • USACE and NIMS were the most interesting and informative presentations. • First section was beyond my technical competence. • Course was slightly above my experience level (6 months as an OSC). • Include a quick review of the NRP, or at least an outline of the ESFs. • Include more detail, such as a panel on FEMA. • Shorten the NRP section; information is dry. • Course will need to be revised and adjusted based on the current state of our involvement and changes in federal response plans and organization. (Two responses) Comments on instructional methods and materials • Add a panel discussion for a particular parish and specific ideas of what worked, what did not, suggestions and quick remedies. • Not enough discussions, case studies or visual aides to break up the lecture; because of this, the lecture dragged on. (Three responses) • Go through the standard information quicker. • Handouts were not helpful or had poor choices in font size and color.
