2007 OSC Readiness Training Program Evaluation Report Stranded Waste Instructors: Gregory Fife, EPA Region 6 Paul Peronard, EPA Region 8 Michael Towle, EPA Region 3 This course examined he management of wastes when treatment, storage, or disposal options are limited because of their extreme hazardousness or very stringent regulatory requirements. Examples included greater than Class C radioactive waste with limited management options and wastes that pose unique difficulties during site investigations and cleanups. The topics covered by this course included: • Definition of a stranded waste: factors and attributes of stranded wastes. • Difficulties that stranded wastes pose during site investigation and characterization and waste determination; and specific health and safety issues that must be addressed during removal actions that involve stranded wastes. • On-site and off-site management of stranded waste: regulatory requirements, special handling procedures, and available options for treating and disposing of stranded wastes. The course included lecture and case studies to illustrate how stranded wastes have been managed during removal actions. The course provided OSCs with practical recommendations for managing stranded wastes. The course had a good balance of lecture material, visual aids, case studies, and discussion time. The handout materials were clear, legible, and helpful. The course materials will be useful as a reference for my job. This course should continue to be offered at future training programs. EPA OSCs and other regional removal and emergency response support staff represented 86 percent of the students. Comments on course relevance to job responsibilities • The course describes an interesting situation for site clean-ups that is becoming more relevant in today’s world. (Two responses) • Course is related to job peripherally, but it provides interesting background information. (Two responses) • The course makes an OSC consider the possibility of having stranded waste on their site. Comments on course content • Include more contact numbers and Web sites in the manual for support. • Loved the discussion of the case studies. Comments on instructional methods and materials • Excellent book with handouts and notes — a great example for us when providing training. • Minor updates are necessary for the manual. (Two responses) • Some slides had dark text on dark background and consequently were hard to read. • Probably will not use the manual in the future as a reference. • I will use the Canadian Nuclear Safety Commission Office of International Affairs and DOT/Department of Homeland Security references.
