2007 OSC Readiness Training Program Evaluation Report
Field Documentation
Instructors: Lori Muller, EPA Region 1
Mike Solecki, EPA Region 2
Catherine Young, EPA Region 1
This half-day training course focused on the technical and regulatory issues regarding documentation by
OSCs during emergency responses and incidents of national significance. The training addressed the
following topics:
• Regulatory requirements: ensuring compliance with the NCP and other relevant, response-related
regulations.
• Enforcement-appropriate documentation: ensuring that documentation supports any subsequent
enforcement actions related to specific response actions.
• Required emergency response documentation: information and instruction on the information
that must be documented, and exposure to different methods for properly documenting response
actions.
• ICS — Required Documentation: differences between documentation during an INS and
documentation during an emergency response.
Specific instruction on the documentation required of OSCs during a national incident was emphasized.
The training examined the flow of data within the Incident Command Structure and the importance of
proper documentation in producing an accurate and useable Incident Action Plan.
The training included lecture and incorporated case studies to enhance the information presented. The
target audience for this course was OSCs who needed a refresher in documentation or who were
interested in obtaining information about documentation during large-scale responses.
This course was recommended for new OSCs and RSC staff.
