2007 OSC Readiness Training Program Evaluation Report 2.0 OVERVIEW 2.1 Preparation for the Annual Readiness Training Program The OSC Readiness Task Force directed the OSC RTB to develop a training program specifically for OSC job functions. The RTB is made up of OSCs and representatives of OEM and OSRTI. RTB members are responsible for developing, planning, and implementing the OSC Readiness Training Program that occurs each year. The RTB selects the courses offered at each OSC Readiness Training Program based on current needs, feedback from previous offerings, and training requests from OSCs and their supervisors. Preparations for the 2007 OSC Readiness Training Program began immediately at the end of the 2006 OSC Readiness Training Program, held in July 2006 in Los Angeles, California. Members of the RTB carefully reviewed the evaluations for the 2006 annual training program to identify the courses that should be offered again, revised, or omitted, as well as new courses to address topics currently of interest to OSCs. Planning for the annual training program included monthly conference calls, face-to-face meetings of the RTB, and communication with EPA’s OSWER, OEM, OSRTI, and ERT. The RTB selects courses and sessions and develops the agenda according to the objectives of the OSC annual training program, which are to provide OSCs opportunities to: • Strengthen the knowledge and skills essential to successful job performance. • Provide a diverse learning experience that OSCs can complete in a single week at a single location. • Achieve inter-regional networking among OSCs and showcase regional case studies, current tools, and resources available to OSCs. 2.2 Overview of Activities Details about the activities conducted during the 2007 OSC Readiness Training Program are provided below. By focusing on broad topics of interest to OSCs, the plenary sessions are a forum that presents information about new policies and guidance relevant to EPA’s National Approach to Response, as well as details about national and local initiatives. The sessions also are intended to maintain communication between the regions and EPA’s Headquarters. 3

Copies of the plenary session presentations are provided on the OSC Readiness Training Program Web site at http://www.oscreadiness.org/2007/. 2.2.2 EPA Working Luncheons Working luncheons for participants at the OSC training program were sponsored on Monday, February 12, and Wednesday, February 14. Monday’s working luncheon featured Mr. Tom Dunne, associate administrator, EPA Office of Homeland Security, who provided an update on homeland security issues that face EPA. On Wednesday, Mr. Frank Docimo, president and chief executive officer, Docimo and Associates, provided a presentation on issues that face responders. 4
