Chapter 7: <strong>Land</strong> <strong>Use</strong> <strong>Code</strong><br />

District: A section <strong>of</strong> the <strong>Town</strong> <strong>of</strong> <strong>Norwood</strong> for which the regulations governing the height, area or<br />

use <strong>of</strong> the land and buildings are uniform.<br />

Driveway: An area providing vehicular access between a street and an <strong>of</strong>f-street parking or loading<br />

area.<br />

Dwelling unit: A structure or portion <strong>of</strong> a structure, other than a mobile home, that is designed,<br />

occupied or intended to be occupied as living quarters and includes facilities for cooking, sleeping<br />

and sanitation.<br />

Duplex dwelling: The use <strong>of</strong> a lot for two dwelling units, other than mobile homes, within a<br />

single building and under a single ro<strong>of</strong>.<br />

Single-family dwelling: The use <strong>of</strong> a lot for one dwelling unit that has no physical<br />

connection to a building located on any other lot.<br />

Multi-family dwelling: The use <strong>of</strong> a lot for three or more dwelling units within a single<br />

building.<br />

Easement: A property right given by an owner <strong>of</strong> land to another person or entity for specific<br />

limited use <strong>of</strong> that land.<br />

Electrical Transmission Line, High Voltage: Those lines used for bulk transmission <strong>of</strong> electricity<br />

and not normally used for serving the end uses. For electric utilities, this includes all lines operated<br />

at 60 KV or above, when measured phase-to-phase.<br />

Encumber: To legally obligate by contract or otherwise commit to use by appropriation or other<br />

<strong>of</strong>ficial act <strong>of</strong> the <strong>Town</strong> or RJ-2 School District.<br />

Engineer: A person duly authorized under applicable provisions <strong>of</strong> <strong>Colorado</strong> Revised Statutes to<br />

practice the pr<strong>of</strong>ession <strong>of</strong> engineering.<br />

Equestrian Center: A recreational facility, the primary activity <strong>of</strong> which is the business <strong>of</strong><br />

recreational horseback riding and instruction, boarding <strong>of</strong> horses and competitive riding activities.<br />

Essential Services: The development or maintenance <strong>of</strong> public utilities or <strong>Town</strong>-approved<br />

underground, surface or overhead gas, electrical, telephone, steam, fuel or water transmission or<br />

distribution systems, including towers, poles, wires, mains, drains, sewers, pipes, conduits, cables,<br />

fire alarm and police call boxes, traffic signals, hydrants and similar equipment.<br />

Events Center: A building or complex <strong>of</strong> buildings housing community recreation facilities owned,<br />

operated or leased for operation by a non-pr<strong>of</strong>it organization or governmental entity and may include<br />

equestrian facilities, swimming pools, tennis and other indoor or outdoor athletic facilities.<br />
