politicai upheavals, have not been as dramatic as some commentators have<br />

suggested. The rôle of organised labour and the co-operative movement in the<br />

recovery, has been recognised as significant. What has been less commented on is<br />

the homogenised goals in the Greek-Cypriot community which followed Turkish<br />

intervention; the dissolving of a "civil war in miniature, which was stopped only by<br />

the invasion by Turkey." 94 The rôle of a formai consultative process, inherent in the<br />

planning process, came into its own following the disruption of war. When growth<br />

returned, as it rapidly did, the Greek-Cypriot labour force had to adapt to work in a<br />

différent economy, with new sector and sub-sectors looking increasingly significant.<br />

Tertiary developments; re-establishing tourism and attempts to relinquish its<br />

dominance<br />

The deliberate promotion of tourism in Cyprus only dates back to the i960's, so it<br />

should corne as no surprise that at the turn of the century, this leased Ottoman<br />

Province had only 10 hôtels offering basic accommodation. By the time of the 1946<br />

Census, 173 innkeepers and managers registered the hôtel trade as their profession.<br />

...disadvantages of the island from the point of view of the visitor trade are<br />

the inconveniences of communication by sea and air, its remoteness from<br />

the beaten track of the large passenger steamship lines, its lack of properly<br />

organised road transport services, the limited accommodation available in<br />

hôtels, summer cottages and camps and the poor quality of its places of<br />
