A <strong>Board</strong> record was established in the collection by the regional<br />

offices, under supervision of General Counsel Rothman, of backpay<br />

the amount of $1,508,900 for employees discharged or laid off because<br />

of their union activities These fiscal 1961 collections were up 32<br />

percent from the $1,139,810 collected in the previous fiscal year and<br />

the number of employees offered reinstatement after illegal discharge<br />

was neatly doubled The 1961 collection represents an increase of 98<br />

percent over the $761,933 collected in fiscal 1958 and an increase of<br />

almost 68 pet cent over the $900,110 collected in fiscal 1959<br />

General Counsel Rothman reported that 2,662 unfair labor practice<br />

cases were closed in fiscal year 1961 through voluntary agreement of<br />

the patties involved This was an increase of 170 percent since fiscal<br />

1958 and was the greatest number of such settlements in NLRB history,<br />

except for one year, 1938<br />

In commenting on this, Mr Rothman said "Voluntary and honorable<br />

settlement, uncoeiced by anyone in any way, is an important part<br />

of the picture of relieving the administrative and judicial processes
