Operations in Fiscal Year 1961 17<br />

With respect to 10(1) injunctions granted during the 1958-61 period,<br />

the Office of the General Counsel was sustained in whole or substantial<br />

part by the <strong>Board</strong> and the courts in approximately 94 per cent<br />

of the decisions<br />

a. Regional Advisory Conferences<br />

During fiscal 1960 the Office of the General Counsel initiated its<br />

program of regional ad% isory conferences patterned after the Federal<br />

judicial conferences Participating in these conferences were labor<br />

and management lawyers, laboi-management specialists, industrial<br />

nelations educatois, and NLRB officials These confer. ences %, ere<br />

continued in fiscal 1961 This idea in Improved communication and<br />

understanding at the regional level has been well received<br />

4. Decisional Activities of the <strong>Board</strong><br />

The <strong>Board</strong> Members issued decisions in 3,798 ,cases of all types<br />

This number included the 52 decisions by regiotal directors Of<br />

these cases, 3,254 wet e brought to the <strong>Board</strong> on contest over either the<br />

facts or the application of the law, 766 were unfair labor practice<br />

cases, and 2,488 were representation cases The remaining 544 cases<br />

were uncontested, in these, the <strong>Board</strong> issued orders to which the<br />

parties had consented or made rulings as to conduct of elections held<br />

by agreement of the parties<br />

In the representation cases, the <strong>Board</strong> directed elections in 2,166<br />

cases Regional directors directed 52 elections and 270 petitions for<br />

elections were dismissed<br />

Of the 766 contested unfair labor practice cases, 543, or 71 percent,<br />

involved charges against employers, 223, or 29 percent, involved<br />

charges against unions The <strong>Board</strong> found violations in 585 cases, or<br />

76 percent<br />

The <strong>Board</strong> found violations by employers in 411, or 76 percent of<br />

the 543 cases against employers In these cases, the <strong>Board</strong> ordered<br />

employers to reinstate a total of 968 employees and to pay backpay to<br />

a total of 1,183 employees Illegal assistance or domination of labor<br />

organizations was found in 53 cases and ordered stopped In 67 cases<br />

the employer was ordered to under take collective bargaining<br />

The <strong>Board</strong> found violations by unions in 174 cases, or 78 percent of<br />

the 223 cases against unions In 29 of these cases the <strong>Board</strong> found<br />

illegal secondary boycotts and ordered them halted In 80 cases the<br />

<strong>Board</strong> ordered unions to cease iequirmg employers to extend illegal<br />

assistance Nineteen other cases involved the illegal discharge of<br />

employees, and backpay was ordered for 82 employees In the case<br />

of 41 of these employees found to be entitled to backpay, the employer,
