2007-08 – 2017-18 California State Rail PlanConnecting Amtrak BusesThe CCJPA contracts with Amtrak for the provision of dedicated feeder busservices, and Amtrak then contracts with bus operators or local transit operators.The bus routes function as direct parts of the Amtrak system, with coordinatedconnections, guaranteed seating, integrated fares and ticketing procedures, andinclusion in Amtrak’s central information and reservation system in the samemanner as the trains. This goal assumes that the unconstrained capitalprogram described in Chapter II is fully implemented.Prior track improvement projects (Yolo Causeway Second Main Track and theOakland to San Jose Track Improvements) have resulted in a reduction in traveltimes and new planned capital projects will provide for additional running timereductions.RIDERSHIP, REVENUE, AND FAREBOX RATIOThe CCJPA’s goals for ridership, revenue, and farebox will be achieved throughthe capital, operational and service improvements, and service expansionsdiscussed in this Chapter as well as in Chapters II, III, and IV.• Increase annual ridership 92 percent from 1,439,000 to 2,759,000.• Increase annual revenues 154 percent from $18,100,000 to $46,000,000.• Increase revenue/cost (farebox) ratio from 40.0 percent to 46.1 percent.TEN-YEAR PLANNED TRAIN SERVICE EXPANSION PLANSINCREASED SERVICE FREQUENCIESThe Department, in conjunction with the CCJPA, anticipates there will be eventualdemand for eighteen round-trips on the Capitol Corridor between Sacramento andOakland.It is important to note that the start-up dates for service are based on projectedservice needs. Demonstrated ridership demand, approval from Amtrak and therelevant railroad(s), availability of capital funding and equipment, completion ofnecessary capital projects, and availability of additional operating funding willaffect when each of the service improvements can be implemented.The Department and the CCJPA’s proposed expansion of the Capitol Corridor isas follows:2011-12 San Jose-Oakland, eighth, ninth, tenth, and eleventh round-trips.Sacramento-Roseville, second, third, and fourth round-trips.Roseville-Auburn, second round-trip.2013-14 Oakland-Sacramento, seventeenth and eighteenth round-trips.2014-15 San Jose-Oakland, twelfth and thirteenth round-tripsSacramento-Roseville, fifth and sixth round-trips.Roseville-Auburn, third and fourth round-trips.2016-17 Sacramento-Roseville, seventh and eighth round-trips.2017-18 San Jose-Oakland, fourteenth, fifteenth, and sixteenth round-trips.Sacramento-Roseville, ninth and tenth round-trips.127
