<strong>2007</strong>-<strong>08</strong> – <strong>2017</strong>-<strong>18</strong> <strong>California</strong> <strong>State</strong> <strong>Rail</strong> <strong>Plan</strong>The Department believes there are several advantages <strong>to</strong> this intercity rail service,including:• Monterey is an important <strong>to</strong>urist destination that currently has very inadequateaccess via intercity mass transportation.• TAMC has strong local support for rail service. It is working <strong>to</strong> secure a localtransportation sales tax <strong>to</strong> help support rail projects and Chapter 103, Statutesof 1999 (SB 886, McPherson) allows TAMC <strong>to</strong> be a party in an operationscontract between the Department and Amtrak.• $14 million in Proposition 116 capital funds were earmarked for intercity railservice on this corridor.LOS ANGELES TO LAS VEGASIn 1997, Amtrak discontinued the tri-weekly Desert Wind that ran fromLos Angeles <strong>to</strong> Chicago via Las Vegas. Currently, San Joaquin trains provideconnecting buses from Bakersfield <strong>to</strong> Las Vegas via Lancaster. Ridership on thisroute was 16,077 in 2005-06.In 1998, Amtrak announced plans <strong>to</strong> start service from Los Angeles <strong>to</strong> Las Vegaswith one daily round-trip. However, due <strong>to</strong> continuing funding shortfalls andincreased capital requirements <strong>to</strong> initiate service, the new service was notimplemented.The Regional Transportation Commission (RTC) of Southern Nevada iscompleting a feasibility study on multi-frequency rail service between Las Vegasand Los Angeles. This study is being funded jointly by the RTC, FRA and the<strong>State</strong> of Nevada. The Department is working with the Commission on the studythat includes ridership, cost and revenue projections; track, station, maintenancefacility and property acquisition needs; equipment recommendations; andschedules for planning purposes. The study concludes that the service is feasibleand improvements can be phased. A final white paper recommending a phasingstrategy is underway.The Department presently includes no operating or capital costs for this service inits ten-year plan because costs and implementation schedules are dependant on theresults of the Nevada study as well as agreement between <strong>California</strong> and Nevadaon cost sharing.174
