<strong>2007</strong>-<strong>08</strong> – <strong>2017</strong>-<strong>18</strong> <strong>California</strong> <strong>State</strong> <strong>Rail</strong> <strong>Plan</strong>underway, and programmed in the STIP, TCRP Program, and anticipated <strong>to</strong> befunded in the Proposition 1B Bond Program.For the Pacific Surfliner Route, longer range projects are based on projects in theLOSSAN Corridor Strategic <strong>Plan</strong> (Los Angeles <strong>to</strong> San Diego), and the LOSSANNorth Corridor Strategic <strong>Plan</strong> (Los Angeles <strong>to</strong> San Luis Obispo).The unconstrained program contains all immediate and near term projects in theLOSSAN <strong>Plan</strong>s, and a few long-term projects.The San Joaquin Route longer-term projects are based on preliminary results ofthe route’s Strategic Business <strong>Plan</strong> which is currently underway, and it isanticipated <strong>to</strong> be completed in early 20<strong>08</strong>. Some preliminary project costs havebeen developed; however it is anticipated that with the submission of the final<strong>Plan</strong> cost figures for proposed projects will be further refined.The Capi<strong>to</strong>l Corridor longer-term project list was developed in conjunction withCCJPA staff. It is based on the CCJPA Vision <strong>Plan</strong> of 2005 which is updatedperiodically. The Coast Route projects are based on Amtrak’s <strong>California</strong>Passenger <strong>Rail</strong> System 20-Year Improvement <strong>Plan</strong>. See “Corridor Strategic<strong>Plan</strong>ning” in this chapter for a more detailed description of the Strategic <strong>Plan</strong>s.Timely implementation of this capital program is dependent on receipt of a largeportion of the Federal funding and/or receipt of funds from tax credit bonds.If such Federal funding is unavailable, implementation of this capital program willhave <strong>to</strong> be delayed <strong>to</strong> reflect the level of <strong>State</strong> funding made available from futureSTIP programming cycles, as supplemented by any other available fundingsources. It is certain that <strong>State</strong> funding alone would not be adequate <strong>to</strong> fund thisprogram.<strong>18</strong>
