CHAPTER XVI–Major Freight <strong>Rail</strong> IssuesThis chapter focuses on a variety of issues facing the freight rail industry <strong>to</strong>day.They include international trade growth and its impact on <strong>California</strong>, thechanging nature of commodity movements and a brief description of logisticspractices. Also discussed are freight rail-passenger rail issues and shareduse of right-of-way between railroads. Attention is also paid <strong>to</strong> short line railissues and problems they face in infrastructure and capital needs. The chapterincludes a discussion of short haul intermodal potential and the need forpublic/private sec<strong>to</strong>r coordination.CHAPTER XVII–Environmental ConsiderationsThe Governor’s SGP highlights environmental quality as an important elementin the state’s overall quality of life. This chapter discusses air quality particularlyas it relates <strong>to</strong> freight rail and goods movement. It provides an overview ofstate mandates for emission reduction, air quality, and emission characteristics.It also portrays air quality and emission regulation, emission reductionstrategies and environmental justice aspects of air quality. A second section ofthe chapter notes highway-grade crossing considerations.CHAPTER XVIII–FundingThis chapter contains a discussion of funding issues confronting the freightrail industry <strong>to</strong>day, and possible remedies <strong>to</strong> close the gap between needsand dollars. The issue of public investment in private infrastructure, alternativefunding schemes at the state and federal levels, and public/private partnershipsand local initiatives are also discussed. It offers a number of examples that havebeen used for partnerships and stresses that these examples could providesubstance for funding strategies in <strong>California</strong>.CHAPTER XIX–Freight <strong>Rail</strong> Research And StudiesThis chapter discusses investment models and illustrates investment modelsthat have been used in other states, particularly Washing<strong>to</strong>n and Florida. Thesemodels cover a number of economic impacts.
