<strong>2007</strong>-<strong>08</strong> – <strong>2017</strong>-<strong>18</strong> <strong>California</strong> <strong>State</strong> <strong>Rail</strong> <strong>Plan</strong>UNFUNDED OR UNDERFUNDED (continued):• Replace single-track San Luis Rey River bridge with new two-trackconcrete bridge and connect <strong>to</strong> with double track siding.• Replace single-track San Mateo Creek bridge’s north approach withnew concrete bridge approach.• Replace other single-track timber bridges with new double-trackconcrete bridges, including seven bridges in Sorren<strong>to</strong> Valley and onebridge in Cardiff.• Sorren<strong>to</strong> <strong>to</strong> Miramar second track and curve straightening..• Continue stabilization of Del Mar Bluffs.• Extend platforms at Poinsettia Station.BACKGROUNDThe North San Diego County Transit Development Board (Board) was created by<strong>State</strong> law in 1975 <strong>to</strong> plan, construct, and operate itself or through a contrac<strong>to</strong>r, apublic transit system in its area of jurisdiction. In 1976, the Board formed theNorth County Transit District (NCTD) for the purpose of providing integratedpublic transit services within the North San Diego County region.In 1987, voters approved the Proposition A “TransNet” Ordinance, whichprovided funding for future transit projects and improvements <strong>to</strong> the existingsystem. At the same time, planning began on the Coaster commuter rail servicebetween Oceanside and San Diego. In order <strong>to</strong> expand rail passenger services, in1992 the Board purchased a significant segment of the LOSSAN <strong>Rail</strong> Corridorfrom the ATSF.In 1994, the Board created a non-profit corporation called the San Diego Northern<strong>Rail</strong>way (SDNR) <strong>to</strong> maintain, enhance, and operate the SDNR facilities andCoaster Express <strong>Rail</strong> Service. Beginning in 2000, the Board contracted directlyfor Coaster services and ceased using the SDNR non-profit corporation. In 2002,SB 1703 consolidated the planning, programming, and construction functionsunder the San Diego Association of Governments. Coaster rail service began onFebruary 27, 1995 between Oceanside and San Diego.The Board owns the portion of the LOSSAN <strong>Rail</strong> Corridor from the Orange/San Diego County Line (at Mile Post 207.4) south <strong>to</strong> the city limits ofDel Mar/San Diego (at Mile Post 245.6). The Metropolitan Transit DevelopmentBoard (MTDB) owns the portion of the LOSSAN <strong>Rail</strong> Corridor from that pointsouth <strong>to</strong> the Santa Fe Depot in San Diego (at Mile Post 267.6). Per agreement, theNCTD also provides maintenance of the LOSSAN <strong>Rail</strong> Corridor in MTDB’s areaof ownership.136
