2007-08 – 2017-18 California State Rail PlanSACRAMENTO-RENO EXTENSIONThe extension of intercity rail service from Sacramento to Reno would bring Statesupportedrail service to the Truckee/Tahoe and Reno/Sparks tourist areas as wellas provide relief to the highly congested I-80 Bay Area to Reno corridor.The Department’s and the CCJPA’s plan includes the extension ofone Capitol Corridor round-trip from Auburn to Reno/Sparks in 2014-15,and a second round-trip in 2016-17. This rail service would be supplemented bycontinued operation of existing bus service that runs over the same route as thetrain, but at other times of the day. This service would require concurrence by theUnion Pacific Railroad, funds to implement required track infrastructureimprovements, adequate operating funds, and an appropriate level of financialparticipation from Nevada. For more detailed information on this route expansion,see Chapter X.DUMBARTON RAIL CORRIDORThe CCJPA is participating in the development of the Dumbarton Rail Corridor asan extension of Caltrain to extend commuter rail service across the Bay betweenthe Peninsula and the East Bay. A phased approach to full development is nowplanned due to funding constraints. The new service is planned to start in 2012with three round-trips probably between Union City and San Francisco, and threeround-trips between Union City and San Jose. Eventually with fullimplementation, Dumbarton Rail, could connect to the Capitol Corridor at UnionCity where the BART station would be reconstructed as a multimodal terminal(Union City may served by the Capitol Corridor prior to Dumbarton RailService). The CCJPA’s ten-year capital improvement program includes fundingfor station and track work to allow the Capitol Corridor trains to service the newUnion City terminal. For more detailed information on this route expansion,see Chapter IX.AUBURN-OAKLAND REGIONAL RAIL SERVICESix agencies, including the CCJPA, have partnered and developed a serviceconcept plan for a new regional commuter rail service in the urban corridorextending from Auburn (Bowman) to Oakland. The Auburn-Oakland RegionalRail Service Concept Plan (Plan) augments existing Capitol Corridor intercityservice by providing additional peak period capacity for within the greaterSacramento urban area and between Sacramento and the Bay Area. The twoservices would utilize the same equipment, staff, and fare structure, and thuswould appear fully unified to the riding public. Initially, the Plan included threephases;a first phase, originally planned for 2010 would add four new Sacramento-Oakland round-trips. The second phase, originally planned for 2015, wouldinclude four new Sacramento-Auburn round-trips and one additional Oakland toSacramento round-trip. The third phase, originally planned for 2020, would addnew stations, primarily in the Sacramento metropolitan area. However, it is128

For more detailed information on this routeexpansion, see Chapter IX.ROUTE HISTORYIntercity rail service started on the Capitol Corridor in 1991, making this route thenewest of the three State-supported routes. ACR 132 (Hannigan), Statutes of1988, directed the Metropolitan Transportation Commission (MTC), withassistance from the Sacramento Area Council of Governments and the Departmentto conduct a study of the Auburn-Sacramento-Oakland-San Jose intercity railcorridor. The final report titled ACR 132 Intercity Rail Corridor Upgrade Studywas published by MTC in 1990 and provided the basis for the initiation of serviceon the Route.Service has increased from the original three round-trips to the current sixteen(weekday) round-trips from Oakland to Sacramento as follows:12/12/91 San Jose-Oakland-Sacramento: three round-trips with onecontinuing to Roseville.4/2/95 Oakland-San Jose: one round-trip discontinued (except on Saturdaynorthbound and Friday, Saturday, Sunday southbound).4/14/96 Oakland-Sacramento: fourth round-trip added.6/17/96 Oakland-San Jose round-trip that was discontinued April 2, 1995, isrestored.1/26/98 Train to Roseville extended to Colfax.10/25/98 Oakland-Sacramento: fifth round-trip added.2/21/99 Oakland-Sacramento: sixth round-trip added.2/27/00 Oakland-Sacramento: seventh round-trip added.Oakland-San Jose: fourth round-trip added.Colfax round-trip cut back to Auburn.4/29/01 Oakland-Sacramento: eighth and ninth round-trips added.Oakland-San Jose: fifth and sixth round-trips, added on weekendsonly.10/27/02 Oakland-Sacramento: tenth round-trip, added on weekdays only.1/6/03 Oakland-Sacramento: eleventh round-trip, added on weekdays only.4/28/03 Oakland-Sacramento: twelfth round-trip, added on weekdays only.129
