<strong>2007</strong>-<strong>08</strong> – <strong>2017</strong>-<strong>18</strong> <strong>California</strong> <strong>State</strong> <strong>Rail</strong> <strong>Plan</strong>The bus revenue credits represent a proportional share of the passenger’s entirerail-bus fare assigned <strong>to</strong> the bus portion of the trip.Amtrak, in operating service for the <strong>State</strong> or the CCJPA, performs many functions.Amtrak employees function as train crews and staff stations with ticket offices.The equipment (whether owned by Amtrak or the Department) is maintained byAmtrak staff at Amtrak operated facilities in Oakland and Los Angeles.Amtrak staff at these locations, and <strong>to</strong> a lesser degree in Washing<strong>to</strong>n D.C. andPhiladelphia, also performs administrative and other functions related <strong>to</strong> <strong>California</strong><strong>State</strong>-supported service.Amtrak maintains control over many operational functions related <strong>to</strong><strong>State</strong>-supported service. For example, Amtrak administers fare policy inaccordance with its national goal <strong>to</strong> maximize revenues. However, theDepartment approves or disapproves fare changes, as provided in its contract withAmtrak. In addition, the Department and the CCJPA work with Amtrak <strong>to</strong>develop special <strong>California</strong> or route-specific promotions. Amtrak also has nationalservice requirements and standards that it maintains. The Department has beensuccessful in working with Amtrak <strong>to</strong> adapt some of these policies (such as foodservice) <strong>to</strong> specific <strong>California</strong> conditions.AMTRAK PLANNINGBelow two Amtrak planning documents are discussed. The Amtrak StrategicReform Initiative and FY 06 Grant Request focuses on reform actions andpotential revitalization of the U.S. passenger rail service. The Strategic Business<strong>Plan</strong> focuses on capital investment and operating plans.AMTRAK STRATEGIC REFORM INITIATIVE AND FY 06 GRANTREQUESTIn April 2005, Amtrak released its Amtrak Strategic Reform Initiatives andFY 06 Grant Request. This document included comprehensive reform initiativesthe railroad is undertaking as corporate actions and others it intends <strong>to</strong> pursue inlegislative actions <strong>to</strong> “revitalize U.S. passenger rail service.” The document alsoincluded the FY 06 grant request of $1.82 billion for capital investment programsand operations.Amtrak stated that the initiatives have four fundamental long-term objectives:• Development of passenger rail corridors utilizing a Federal/state matchingapproach common <strong>to</strong> all other modes (generally 80/20). <strong>State</strong>s, notAmtrak, would lead the development of the corridors, a number of whichhave already been federally designated. Ultimately, Amtrak would be oneof the competitive bidders for functions or for entire services.• Return of the Northeast Corridor infrastructure <strong>to</strong> a state-of-good-repair andoperational reliability, with phased-in financial responsibility for capital<strong>18</strong>6
