2007-08 – 2017-18 California State Rail PlanThe core of the economic analysis framework for evaluating large-scale freightprojects is a Five-Step Analysis process:5. Identify the nature and transportation purpose of the project in terms of itsintended impact on improving freight and nonfreight travel conditions.This is needed to ensure that those transportation effects and theirconsequences are properly evaluated.6. Identify the nature of expected economic impacts in terms of the elementsof the economy that feel they have a stake in seeing the project occur.This is needed to ensure that those economic effects and their consequencesare also properly evaluated.7. Apply transportation impact evaluation tools to assess the magnitude andnature of transportation system performance effects actually projected toimpact shippers and carriers.8. Apply economic impact evaluation tools to assess the magnitude andnature of economic effects actually projected to occur for elements of theeconomy that are either directly or indirectly affected by freight systemcosts and performance.9. Apply decision support methods to identify the substantial positive andnegative impacts of the project for the economy (at the local/state ornational level).The remainder of the guide provides extensive detail on all five of these steps,models and data to support economic and transportation analysis, and case studiesthat highlight the application of the five steps. Two examples of such investmentmodels are given below:Washington Department of Transportation (WSDOT) Freight RailInvestment ModelCambridge Systematics Consulting has recently completed a State Rail Capacityand Systems Needs Study for WSDOT. As part of this study a rationale for publicinvestment in private freight rail was examined. The objectives of the task were todefine the rationale for public participation in rail improvements and develop amethodology for estimating the benefits, costs, risks, and appropriate level ofinvestment and public participation.A sample framework suggested includes the following:• Transportation and Economic Inputs - Investments in transportationinfrastructure are expected to generate system improvements and spureconomic development. Estimates of these impacts become the inputs intothe benefits calculations. This may include evaluation of existing publicinvestments in competing non-rail freight modes.256
Chapter XIX – Freight Rail Research and Studies• Transportation Impacts - Determines the transportation-related benefitsfrom the proposed improvements. These include reduced highwaymaintenance costs and reduced shipper costs.• External Impacts - Includes non-transportation benefits attributable totransportation improvements. These include safety, security, health, andenvironmental impacts.• Economic Impacts - Converts the various impact measures into direct andindirect economic benefits. These include job creation, income taxes, andreductions in passenger delays.• Decision Support - Combines the above benefits and generates output usedto evaluate and help determine the best allocation of public investments.A nine-step procedure for evaluating public participation in rail projects has alsobeen developed by Global Insight Consulting for the National CooperativeHighway Research Program (NCHRP) 8-42 study, and will be adapted forapplication in Washington State.Florida Department of Transportation Freight Rail Investment CalculatorThe question that always arises when contemplating public sector investments inthe privately owned freight railroads are “what does the public gain?”One framework for establishing the public value of investment in the rail system isdepicted below.
